On the evening of 29 October, a sudden car crash near the busy 51st square in the centre of Hunan Changsha city broke the city ' s daily life.

A car crashed into electric vehicles and pedestrians on the road, and several people fell on the ground, with car wrecks, helmets and personal effects scattered near the bus station. In the video, people were waiting for help on the road, and attempts were made to sit from the ground, to gather crowds and to see ambulances and police personnel in the area of the incident.

The photographs that were subsequently circulated showed that a car with a severe head damage was parked near the scene and that security personnel had taken cover for some areas. Witnesses stated that the driver tried to leave the scene and was subsequently controlled.

As at the early morning of 31 October, the identity of the driver, the cause of the crash and the number of eventual casualties remained incompletely disclosed in the open information.

The incident, which was transmitted through social platforms abroad, raised again strong public concerns about the security situation in Chinese society. On 30 October, LuJun Quan, a user of platform X, transmitted photographs of the scene, stating that a car crash had taken place in Long Saa Nove Square and alerting the public to safety.

The post describes the incident as yet another “undifferent impact population” and uses the term “loyalty” that has been widely circulated on the Chinese network in recent years, implying extreme violence to harm innocent people by giving out their grievances.

However, the scene was not yet sufficient to determine whether the driver had a subjective motive to retaliate against society. The earliest reports were posted on the evening of 29 October and some of the invitations were written on 30 October, the exact timing of which is still to be confirmed in official records.

More than the guess of the driver, the serious public violence that has been occurring in recent years in Chinese society, and the growing sense of insecurity in the face of economic pressure, hardship and social conflict, are of concern.

From the mall, schools to the streets of the city, more and more ordinary Chinese are worried that they will not be prepared to become victims of despair and extreme violence.

This reality is posing a direct challenge to the long-standing emphasis on social stability, national security and so-called well-being of the people of Xi.

Changsha 51 is one of the busiest business centres in Hunan province.

Every day, a large number of citizens, tourists, out-of-home riders, mall workers and public transport passengers pass through the area. For many, the day off on electric cars, waiting at bus stops and passing the zebra line are no ordinary life scenarios.

However, following the crash, the urban road, which was normally used, suddenly became the scene of an accident in which the wounded were waiting for medical attention and the fragments of the vehicle scattered.

The short video, which was publicly distributed, showed items scattered on the edge of the road, police officers operating at the traffic scene and ambulances parked nearby.

Other earlier live photographs and videos showed that several electric vehicles had fallen, that some of them had been injured and that a number of crowds had gathered around the wounded.

The overseas media, Looking at China, reported on 30 October that there was a head bleeding and that others were sitting on the ground. Some of the messages were shared with the view that at least five or six people had been injured, but that figure was not yet available as a final casualty count owing to the lack of complete medical records.

The location of the incident is located in a densely populated commercial area, and beyond the direct harm caused by the accident, it also affects public confidence in daily safety.

When a car can be hit on a busy road in succession, whether it is ultimately found to be a deliberate crime or a vehicle out of control, it exposes the vulnerability of urban public spaces to sudden-onset hazards.

Of particular note is that Changsha No. 1 Square was not the first time that a serious vehicle crash had occurred.

On the night of 21 July 2024, eight people were injured in a cyber-bus accident near the Western and Wong Heng-Chang junction of the same commercial circle.

The police officer informed the incident driver that he had turned around while waiting for the light to clear the rear seat, causing the vehicle to lose control.

Two years later, there was another live scene of several pedestrians and riders being hit by a car near the 51st Square.

The two incidents may have different specific causes, but they occurred in the same luxuries, which have given renewed attention to urban road safety management and public space protection.

What they really need for every ordinary person who passes through a five-one square is an urban environment that can walk, ride and ride with peace, rather than looking for what happens through social media after every serious accident.

The events in Changsha were a prompt response from overseas public opinion and a context that cannot be ignored.

In recent years, serious violence against a non-specific public has been repeated in China, some of which have criminal motives that have been clearly pointed to by police investigations and judicial decisions as a result of failure of personal life, disputes over economic benefits and the accumulation of resentment over a long period of time.

On the night of 11 November 2024, a car crash that shocked the entire country occurred at the sports centre of the city of Guangdong Chuhai.

Sixty-two-year-old Joviuew, driving a vehicle into a group of people in the process of exercise, killing 35 people and injuring 43.

The Joohai police subsequently informed that Xhou Waiqiu had taken extreme action because of his dissatisfaction with the division of property following divorce. On 27 December, the Intermediate People ' s Court of Chuhai City sentenced him to death for dangerous methods against public safety.

Just five days after the Joo Hae tragedy, on 16 November 2024, the Jiangsu Yie-Shin-Sin Institute of Technical and Technical Sciences suffered another serious knife-in-the-arms incident, killing 8 people and injuring 17 others.

Local police reported that the 21-year-old suspect, Xu Ai Jin, had not obtained a diploma for the failure of the examination and had returned to school for violent attacks for lack of pay for internships.

The two cases, with different personal experiences and specific motivations, have had very similar tragic results.

Individuals who have experienced conflicts of interest, frustrations in life or economic disputes have instead turned anger towards innocent people who have nothing to do with the dispute instead of resolving the problem in a peaceful and legitimate manner.

Such acts must be strongly condemned. Disorder, poverty, unemployment and the erosion of rights and interests cannot justify harm to strangers.

However, public security governance must not stop at the arrest and subsequent punishment of the perpetrators.

When people in a society continue to turn personal resentment into extreme violence against the public, the rulers must, in addition to holding individuals accountable for their crimes, face the accumulation of social tensions and the channels through which people can effectively resolve conflicts.

Under the current political system in China, ordinary citizens have long been denied the opportunity to influence public decision-making through independent political participation. Some labour disputes, land disputes, judicial injustices and cases of administrative abuse are being delayed for long periods of time by the failure of local protection, power intervention and recourse channels.

Social contradictions do not automatically disappear because the Government limits public criticism, controls the dissemination of public opinion or suppresses the exercise of rights.

Disillusionment and anger may continue to accumulate when people face life difficulties but are increasingly less convinced that the existing relief mechanisms can provide an equitable solution.

The vast majority of those in need will not choose violence, but a few extremist actors can cause enormous innocent casualties once they turn anger to society.

The injured in Changsha Street, the victims at the Pearl Sea Sports Centre and the students who were victims at the Il Hing campus are just the cruelest consequences of this violence.

It is often not the people who have the public power but the ordinary people who are equally under stress who pay the price of their lives for social conflicts.

Youth unemployment remains at 18%, and Xi claims that stability is in contrast to people ' s lives

Just 10 days before the Long Sand vehicle crash, the China National Statistics Office published data on employment status and age-specific unemployment in the third quarter of October.

Official data show that the average unemployment rate in the national survey of towns in the first three quarters of 2026 was 5.2 per cent, as was the case in September.

However, when the statistical coverage was reduced to 18 per cent in September for urban labour aged 16 to 24 years, which did not include school students.

The unemployment rate for the urban labour force is 7.4 per cent for those aged 25-29 and 3.9 per cent for those aged 30-59.

At the same time, the average weekly working hours for employed persons in enterprises nationwide during the first three quarters amounted to 48.3 hours.

These data reflect another reality in the Chinese employment market: some young people have difficulty entering the labour market, while a large number of employed workers still work longer hours.

While Governments can emphasize the smoothness of the overall economy or describe the employment situation through macro-data, statistical stability does not amount to a stable income, decent work and a predictable future for every household.

For ordinary households, unemployment may mean that rent, mortgage and household expenses are not sustainable; (b) Income instability may place a heavy burden on childcare, old-age maintenance and necessary medical care; The length of working hours further squeezes on rest and family life.

This is also one of the major contradictions in the current Chinese society.

The distribution of the results of economic development, the ability of workers to negotiate adequately and the effective protection of ordinary citizens against wage deficits and unfair treatment have a direct impact on the basis of social stability.

Since Xi took power, he has continuously emphasized the common wealth, national security and social stability, and has considered the central unity of the Communist Party of China as the fundamental guarantee of governance.

For many ordinary workers and young people, however, grand political narratives cannot directly address the real pressures of employment, housing, income, health care and education.

On the one hand, the Government has a large administrative organization, a stable institution and a social management resource; On the other hand, there are still a large number of public claims to labour rights, administrative justice and livelihood security.

When State power can provide a deep sense of the daily lives of ordinary people, but does not provide universal and dignified security for members of society, there are serious real gaps in so-called stability.

It should be noted that there is no evidence that the long-salary drivers are unemployed, are facing salary arrears or other economic disputes. However, the incident was discussed against the backdrop of recent public violence and socio-economic pressures, and the broader challenges to public governance in China can be seen.

The causes of a car accident must rely on a survey to confirm that the human stress that has accumulated in a society for a long time cannot be ignored as the causes of the accident have not been identified.

Why has the pressure to stabilize not been able to remove social fear?

The Communist Party has long placed political security and social stability at the centre of the governance of the country.

This direction of governance was further strengthened during Xi ' s period of power. Local party committees, public security organs, community organizations and various grass-roots governance forces are required to identify and address the so-called destabilizing factors in a timely manner.

However, the expansion of political control does not necessarily lead to an increased sense of security among the population.

In recent years, the Chinese network has continued to raise concerns about serious public violence. Businesses, schools, subways, sports stadiums and commercial streets all become public spaces for public concern about sudden-onset dangers.

The deeper psychological changes are reflected when some netizens express a reluctance to go to densely populated places of activity, to attend large gatherings or even to fear daily trips to and from work.

The public is no longer only concerned about ordinary traffic accidents and policing crimes, but is also concerned about whether someone unknown will suddenly harm everyone around them in an extreme manner.

This is a highly alarming decline in social security.

The Communist Party has long placed emphasis on social management and risk prevention, while limiting the access of the population to independent oversight powers. Local administrative disputes, labour disputes and judicial injustices, when not dealt with in a transparent and fair manner, may weaken society ' s trust in the normal dispute resolution mechanisms.

The Government could devote considerable resources to crowd monitoring, building social security facilities and strengthening security measures during major political meetings and sensitive periods.

However, in the face of daily social conflicts, a truly effective public security policy cannot rely solely on increased police capacity and increased surveillance.

If workers do not receive their wages in time, if the victims of violations have difficulty in obtaining fair justice, and local governments target the population that continues to complain as a target for control, then the accumulated social discontent will not be automatically reduced by executive orders.

Social stability cannot be demonstrated only by the ability of Governments to discourage people from expressing their grievances, but also by the ability of citizens to resolve problems through normal means.

This is the most important institutional contradiction in the governance of Chinese society that Xi has managed.

A regime that emphasizes the State ' s strong control power, in the face of the unfolding pressures of people and social conflict, still needs to prove that it can protect the lives of ordinary people, not just maintain its own political order.

♪ Can be covered by the accident, but not by the social problem ♪

Following the incident at Changsha No. 1, some photographs were disseminated showing police officers using blue shades to surround the area.

In serious traffic accidents, closed sites may be required for the protection of the privacy of the injured, preservation of evidence and maintenance of rescue order. But what is more of public concern is whether the cause of the accident, the treatment of the wounded and follow-up investigations have access to timely and transparent information.

As of the time of the release, no official public notification has been found that would confirm the full number of casualties and the driver ' s motive for the incident.

The accident occurred in the urban core business district, affecting not only the direct victims but also all citizens who needed to cross the public area.

In particular, against the backdrop of the many serious public violence incidents of recent years, information delays tend to rapidly widen social speculation.

The public wishes to know, first, whether the injured are being treated in a timely manner, then how the driver crashed into the population, and whether the incident was a traffic accident or a deliberate public violence crime.

These facts are relevant to the ability of society to take appropriate safety measures and to build public confidence in the capacity of local governments to deal with critical incidents.

However, more far-reaching than the information disclosure of a single incident is the tension that has long existed between public power and the demands of people ' s lives in Chinese society.

Since Xi took power, the Communist Party has continuously emphasized its focus on the management of major issues, strengthening its leadership in all spheres of society and establishing a more rigorous system of social governance.

Ultimately, however, the effectiveness of a country ' s governance cannot be measured by government-published economic indicators, political advocacy and large, steady investments.

It also depends on whether a regular worker can earn a living, whether a young person can find a stable job, whether a family has an effective means of redress in case of injustice, and whether a person can safely return home in the streets of the city.

The car crash at Changsha No. 1 Square, was a driver ' s error or was deliberately inflicted on others and needed to be revealed by specific evidence.

However, the high incidence of public violence in China in recent years, as well as economic pressures, labour disputes and social security concerns, have already created a reality that must be seriously addressed.

The Communist Party has great power to manage society and must therefore assume public governance responsibilities that correspond to that power.

What ordinary Chinese need most is never just to be told how strong the country is, how stable the economy is and how much social governance has been achieved.

They need income to be able to sustain their lives, the right to fair treatment, the space to express their claims and a safe life without fear of sudden violence.

For those ordinary people who were hit by a car in Changsha Square, they did not need any grand political slogans. They were simply walking normally, riding on a bike or waiting for public transport, but suddenly became the bearers of danger.

This is the most painful place in the public security incidents in China.

When ordinary people start to feel uncomfortable, even when they go out and go home, when life pressures and social conflicts continue to erode public confidence, and when the Xi Jinping regime claims social stability, it is necessary to accept a serious test from real life.

The luxurious lights of a city can light the streets without signalling all the neglected social dilemmas.

The fragments of electric vehicles scattered on the streets of Changsha will be cleared as traffic resumes. But the public security warnings they leave behind, and the deeper questions of livelihood and social governance behind, should not be forgotten as the news heat disappears.
