Four words of "local to take" to expose the long-standing logic of territorial responsibility in visitors' governance

China's letter-to-visit system nominally allows citizens to reflect on issues to organs at all levels, but the reality of "land control" in the long run creates another incentive: local governments are both the subject of the complaint and are under political pressure to prevent local visitors from coming to Beijing, gathering and creating "sensitive events".

For visitors, the real danger is not just a brutal law enforcement, but the personal identity is long transformed into a governance label, and the boundary between normal life and advocacy behavior is constantly erased. Photographs can be reviewed, travel can be intercepted, medical treatment can be accompanied by the police, and finally returned to the land system that had been complained.
