Retired female teacher Li Shu Ling of the Qui Qui district of Hebei, who loaned a sum of RMB 290,000 to Sun, a staff member of the Zhengtao People ' s Hospital, was paid out in six years ' time, as agreed by the court.
After Sun's break of contract, Li Shou Ling applied for enforcement, and the case was handled by Judge Wang. According to several submissions submitted by Li Suli-Lin, on the salary card, which was frozen on Mount Sun, 14 months ' salary was transferred to other people ' s cards for fraudulent receipt, and the frozen account was withheld for $7,400; Another $30,000 of execution “in vain” was given to the outsider, Lee Ko Gwang; The letter of enforcement of her attorney's behalf, which she had been working with, and the application for enforcement for three years, was “unrecovered” under Wang's case.
To recover the money, Li Shun Ling sent letters, called the police, reported the charges and went to the Central Patrol Unit.
In March 2023, the People ' s Court of Tutao County, in the form of a grant of legal aid, paid the outstanding amount. However, according to Li Shun-Lin, Wang Zhong, a judge who “hidden his case and performed his duties”, has been only informed of the criticism and has been promoted instead of being punished as he should have been. Where's the file? Where's the frozen pay? What should Wang Zhong do? The complaint is still ongoing.
Borrowed outstanding, court-mediated, instalments paid in instalments of $290,000
In 2017, Sun Tsun borrowed $290,000 from Lee Suk Ling.
As no return was made by agreement, Li Suk Ling applied to the Zheng Tao District People ' s Court for pre-suit for property preservation. On 16 June of the same year, the Court issued a civil award freezing deposits of $290,000 at a peak of Sun.
According to Li Suk-ling, it was Sam who had been frozen in the payroll account of the Bank of San Francisco.
She paid pre-movable preservation fees of 1970 dollars for her application for preservation. This paper ruling should have been a strong guarantee of subsequent implementation.

Since then, the case has been settled under the chairmanship of the host judge, Wang Zhong, and on 7 September 2017 the People ' s Court of Zhuang Tao County issued (2017) a civil settlement letter No. 1186, dated 0433, which provides for a six-year payment of 290,000 yuan to Sun Feng: 40,000 yuan in 2017 and 50,000 yuan a year, to be paid by 31 December each year.
The letter of conciliation is the basis for enforcement.
However, after the entry into force of the mediation letter, the initial period of $40,000 was not available from Shun Zhou by 31 December 2017.
On 3 January 2018, Li Suk Ling applied to the court for enforcement, and the case was referred to Wang Zhong.
On 4 May of that year, Sun Tsun Tsun gave 40,000 yuan in court; At the end of the same year, the court had set aside $17,400 from the Shun Tung Kam salary card to Li Shuling. The implementation has opened a good beginning, but no one expected it, and it will then turn into a long, long, saw.
Frozen payroll cards “Flows without funds”, implementation funds are delayed for many years and are not available
In October 2019, Wang Tshong informed Lee Suk Ling by telephone that he had been withheld from Sun's salary of $7,400 to be handed over to Lee Suk Ling. Lee Shu Ling immediately asked: "Sun's salary is far more than that, why is it $7,400 in 10 months?" Wang Zhong has no explanation.
This delay is almost one year.
On 7 August 2020, the case was transferred to the Executive Board, hosted by the judge; It was not until September 2020 that the $7,400 was made available to the Lee Shuling account. Since then, the court has not deducted a penny from Sun ' s salary card. Li Shu Ling went to the court to inquire and the Executive Director replied that the case was being handled by Judge Wang, who was not aware of the situation and could not respond.
(a) After a certificate from the Executive Board judge, and after a joint investigation team of the Provincial Disciplinary Commission of Tuen and the Court, the salary of Sun Zhou Zhou was beaten up by one of his unit accountants and taken by Sun Zhou Zhou Zhou; More than 10 months of salary were then paid, and Li Shuling was similarly unable to implement it. Even more incomprehensible, between May and December 2020, Sun's wages were transferred again.
The letter of mediation agreed that $50,000 would be paid in 2018 and 2019, and that Lee Suk-ling had received $17,400 and $7,400 respectively in two years, respectively, and $75,200 was not in place; Following repeated complaints by Lee Shun Ling, $50,000 was paid in the year 2020.
In the process, the strange question is: "Where is the money? The government has been working on the issue of the human rights of women.
Lee Shu Ling found out that a man named Lee Koon-sung had executed 30,000 yuan from Sun's salary on a mountain.
She found Han Cho Chul, the Vice President in charge of the Executive, and the other one replied that “Sun Ocho and Zhang Hsiang are both hospital people and the courts cannot take charge of them”; In response to the case of Lee, Han Chiu-chul replied that “in relation to one of your cases, the Executive Board has no other application for execution of one of Sun's cases. The blogger adds:
Lee Shu Ling was shocked: since only one of his applicants was, on what basis Lee Tsang had executed 30,000 dollars?
Why are the wages frozen and taken away by other cases, as well as by transfers, fraudulently received? She suspects from this that the freeze decision could be played by a certain Zhuang.
Li Shun Ling believes that Wang, as an executive judge, should have regularly consulted and withheld the salary card from Sun Zhou, which was the reason why he had failed to perform his duties, so that the wages frozen had been taken away secretly for 14 months, causing considerable damage to himself.
She also alleges that Wang Tsang, when executing the first phase of the 40,000 yuan, also made her bear the so-called “2,000 dollars in execution”.
The so-called “execution fee” was not received from Wang Zhong. In support of Wang's claim, Li Shu Ling found three witnesses, Liu Xiaoying, Li Xiaofan and Liu Xiao's, who provided evidence.
According to testimony from Liu Xiaoying, on the day ended April 2018, Li and her car went to the Tutao County Court.
Lee Shu Ling came back later to say he wanted $2,000 for the execution fee, and he needed cash. Let's drive to the bank and get the money. I said I had the cash in my bag and I took 2,000 to the sister-in-law. She took the money and went in. That's how it goes.

Li and Liu Xiao's testimony stated that no day until spring 2019 could be remembered, except afternoon. I went to play in the eastern yard of the Lee Shu Ling family, and the judge of the court of the county called Lee Shu Ling to ask her to take 300 dollars to collect the execution money. Li Shuling asked why 300 more money was not enough for you. Lee Shu Ling asked again what the amount of the execution was this year, and the judge answered 7,400. Lee Shuling asked why so little, and the judge said that that was all on the payroll. Lee Shu Ling said that the road is far away, that the money is small and that the execution fee is more than enough. The conversation is over.
After that, Li Shou Ling became aware, through the knowledge of other Court staff, that the fee should not have been paid and that its conduct was suspected of being a bribe.
The court paid the relief in advance of the continuing complaint and the judges concerned have not been duly punished.
As a result of delays in the delivery of funds, Li Shun-ling has been on the path of rights-based protection since 2021.
Since 5 January 2021, she has repeatedly sent a text message to the President of the People ' s Court of Quantuan County, Feng Xiaoyong, to no avail; The District Board informed that the receptionist Zhang has left a sentence: “The Board does not care, but it does not care where it falls in love”.
On 4 November of the same year, Li Shu Ling went to the reception office of the Disciplinary Supervisory Commission of Tuen Tao County to inquire about the progress of the case and, according to the latter, the Director of the Reception Office beat her in a rude manner and beat her up. She then called the police and her companion friend saw her heart attack call 120, she was admitted to the Quan Hospital of Tutao County, where she suffered from an increase in heart disease and a narrow cardiovascular aftercare.
Three years of defense, she's tired.
The turnover occurred in 2022.
The case came under the supervision of the Central Inspectorate, which was based in Tao County, and was supervised by the Superintendent of the Disciplinary Monitoring Commission of Tao County and the Municipal Disciplinary Monitoring Commission. On 2 July, Li Shou Ling received a telephone call from the Disciplinary and Monitoring Board to learn that the complaint had been received; On 5 July, Executive Director Wu Hoo and Judge Zhang Hoo received her in the President ' s office; On 13 August, the Director of the MCMC case management unit, Liu, returned home with two staff members, who undertook to resolve their legitimate claims as soon as possible and signed for approval.
Under the supervision of the Inspectorate of Inspections, in March 2023, the Tsuo County Court paid the outstanding amount to Li Suk Ling in the form of a grant of legal aid.
Implementation is on track and accountability is missing.
According to Li Sulu-Lin, Liu Chiu, the head of the District Disciplinary and Monitoring Board case management unit, had indicated that Zhang Yai would need to be asked to lead the Disciplinary and Monitoring Board for his handling;

In response to Judge Wang Xiaoqin, the Chief of the Court Inspectorate, Li Xiao Jing, first called his questions “remaining pending”, and after the Central Patrol Unit left the Queen's Landing, the Disciplinary Supervisory Board called the Court's Inspectorate and Lee Xiao Jing responded: “The Wang has not executed all the materials in my case under his name. The blogger adds:
Lee Sulien was again shocked: on 2 June 2021, she also looked at the file with the head of the court executive and the judge, “the material is complete”; And in 2022, these materials were “unantly gone”. Is it “disappeared” when a power of attorney, a power of attorney, was placed in his own hands for three years in a row?

In this regard, the repeated requests by Li Shun-Ling for written inadmissibility letters from the Disciplinary Monitoring Board were rejected; The MCSR also indicated that the judge was not within his control.
The contradictions found in the investigation also made it difficult for Li to believe.
Liu Xiao, Director of the Case Control Unit of the Disciplinary Monitoring and Monitoring Board, had presented her with three 2021 referrals, stating that the letters of complaint had been sent to the People ' s Court; However, the Director of the Inspectorate of the Zhuang Tao District People ' s Court was consulted and did not sign any referral letters in
- On 26 April 2023, the Court “silently closed the case” without her signature, and she did not see the conclusion until August 2024; On 13 September 2024, she verified the transfer of the complaint to MCI cadre Wang Xing, who admitted that it had not been transferred and contradicted the earlier statements of MCMC ' s Chief of the Case Control Unit, Liu.
Li Suk Ling states that in May 2025, the head of the Tsuo-Tao office contacted the head of the Qiu correspondence visit and offered to seek redress and settlement of the issue he had raised.
The recorded evidence indicates that the Head of the Office of the Tutao County Court, acting on behalf of Zheng, also communicated with Li Suk Ling on two separate occasions, allowing him to submit a written application for compensation from the State.
In June 2025, Li Xiaosheng, President of the Quantuan People ' s Court of Quantuan and the Chief of Staff, informed him of the outcome of the investigation in the presence of the Li Shu Ling report, stating that the outcome had been made by the Inspectorate of the Faculty of Law and issued a decision on the decision of the Zhong Zhong ' s Party of the Quan People ' s Court of Quan of the Qhong Chong Zhong, on the issue of informing him of the treatment of the criticism.

The decision states that Wang Xiaozhong made a civil settlement in Li Shu Ling v. Sun Zhou, that no enforcement case was registered after the trial had been concluded, that the enforcement action was repeatedly taken, and that the ruling was taken on 26 April 2023 by the Syndicate Committee, which informed the author of the criticism.
In response, Li Shuling stated that President Li was “problem”: since the decision was made by the Director of the College's Inspectorate, it was the party seal, apparently led by the Director. On the spot, Li Shou Ling questioned the basis for an internal report of criticism of the alleged breach of discipline by a certain breach of duty, malfeasance and abuse of authority. They didn't answer Li Shu Ling.
According to Li Suri-Lin, the treatment of Wang Tsu County People's Court was limited to one piece of criticism, which was not only undetected but rather “salary increments”. The Li Shun Ling is not satisfied with this and believes that he should be held legally responsible.
In August 2026, Li Shou Ling repeatedly contacted the Vice-President of the Tatao Court, Zhang Feng, to hold him responsible for his failure and misconduct.
A chat on 15 August of the same year revealed that Zhang had advised Shun Ling to inform the disciplinary committee or other functional authorities of his negligence and malfeasance and that “it will not be protected by our house”.

However, the response of the MC concerned was “the MC does not care, but it does not care where it falls in love”.
Lee said, “Now the Court of Disciplinary Conduct, the Court of Justice, is pushing each other”.
In the meantime, Li Shu Ling also complained to the court against Sun Xiao Feng's refusal to obey, which indicated that no case had been filed and no response had been received for more than 10 months; She also continued to file complaints against Sam Samsung for the alleged offence of illegal disposal of property seized, seized, frozen and liable for the criminal acts of the accounting authorities of Zhang. Paradoxically, the allegations by Li Shou Ling, which are based on well-founded allegations, including the whereabouts of the files, the “flag-out” of the freeze on wages, the lack of proper processing of the cases, have so far yielded no results.
Li Suk Ling indicated that she would continue to file a complaint until the authorities had thoroughly checked the whereabouts of the payroll and had applied the law to give the people a reasonable and legal account.
