A large petrochemical company in Shandong Province was accused of transferring about 4,200 tons of industrial waste in 2023 to the village of Zhuang. The Public Security Directorate of Suu Xin City then commissioned a hazardous waste assessment, which confirmed that many of the waste liquids collected had a toxic properties of leaching. However, more than three years after the incident, the enterprises involved were penalized, the persons were held criminally responsible, the contaminated land was re-established and there is still a lack of public records of disposal that can directly respond to the case.

The company involved is Shandong Dynasty Chemical Industries Group Ltd., with a production base located in the eastern camp of Shandong Province. The lead material points to waste carriers such as the Yuen Yuen Yuen Rushing Resources Utilization Company Ltd., which covers various locations such as the coastal area of the city of Yuen Fong, the kiosk district and the Sunlight City.

A group of materials obtained by Focus China included a certificate of opinion issued by the Public Security Department of Susuang City, a contract for general solid disposal of the scrambling chemical workers and the Zhuang factory, and several photographs of suspected dumping sites.

The most noteworthy contradiction in these materials is that the contracts entered into by the enterprises listed the disposal of the subject as “general solid” and the waste liquids in question, which were examined by the public security authorities, were subsequently identified as hazardous waste.

This is about how industrial waste is classified, transferred and disposed of, whether a large chemical enterprise is responsible for pollution prevention and control, and how local public security, the ecological environment and the prosecution service handle a case of environmental pollution that has been subject to a professional certification procedure.

Public Security Identification Notices reveal multiple contaminated sites

The Notification of Identification obtained by Focus China indicates that the issuing authority is the Public Security Bureau of the City of Suu Guang City, with the clerical number “Sun Yu (upper) Quotuan (2023] 396”.

The notification concerned a case of alleged environmental pollution. The public security organs have hired professionals to conduct testing of hazardous waste properties, toxic substances and chemical oxygen requirements in connection with waste fluids, sediments and contaminated soil.

The sampled sites listed in the instrument include the pits of the small succubus of the city, the storage pool of the precision chemical plant in the Shandong Baekei, the drainage channel near the intersection of the 309 provincial road and Heining Road, the PV block of the Hana Temple Village and the storage tanks of the Shandong Visible Chemical Industries Group Limited.

Some of these samples directly concern waste liquids in the north-east and west-side storage tanks of the Shinzun chemical plant area.

The evaluation clearly identified the hazardous characteristics of leaching in the waste samples, and identified items involving arsenic, fluoride, etc., which met the criteria for the identification of hazardous wastes.

The notification also explicitly addresses the issue of hazardous properties of solid waste after mixed disposal.

The significance of this assessment is that the hazardous characteristics of the waste involved have been subject to a professional validation procedure commissioned by the public security organs and that a written conclusion has been drawn. It provides the case with a technical basis for continuing to trace the sources of pollution, the transport route and the responsibility for disposal.

At the same time, the identification notification confirmed the hazardous properties of the samples listed in the instrument, the total volume of the transfer of which, as indicated in the trail, was about 4,200 tonnes, which would require a transport record, a weight certificate, the relevant waste source and complete identification material.

According to the source, the main case of the trans-shipment occurred between April and early July 2023, when the dumping was discovered at the police station of the Upper Port town of Suyang City Public Security Directorate in July of that year, followed by the intervention of the Eeding Ring Investigation Department.

If the amount of such transfers and the disposal sites are ultimately supported by a complete chain of evidence, the case would involve a large, cross-regional chain of industrial waste.

$350 a ton of disposal contracts, hiding what's at stake

Another submission indicates that on 18 April 2023, Shandong Transcrete Chemical Group Limited and Yuen Yuen Industries and Reclamation Resources Utilization Limited entered into a General Steaming Commission Disposal Contract, which was valid until 18 April 2024.

The contract provided that the Zenccher chemical plant would be a supplier and the Zhuang factory would be a purchaser, and the disposal item would read:

“General stale, sodium sulfate” at a unit cost of 350 yuan/t, including taxes and transportation costs.

The contract also provided for a single number of pounds of one to be used as the basis for settlement, with B being responsible for transport and harmless disposal, and required B to proceed in accordance with the scope of disposal provided for in the business licence and environmental protection.

The contract stated that there was a written agreement between the parties for the disposal of industrial solid trans-shipments. However, the contract did not directly contain 4,200 tonnes of total quantities, nor did it include a specific batch of hazardous waste identification reports, transfer orders and final disposal certificates.

A key question that must be traced follows: What is the relationship between what is referred to in the contract as “general solidification, sodium sulphate” and the waste that the public security authorities subsequently inspect and identify as hazardous?

If both involve the same waste stream, what hazard characterization is performed by the enterprise prior to transport? Are the names, classifications and disposals used in the transit process in accordance with the relevant provisions?

Hazardous waste management cannot be determined by the contract name alone. Even if the enterprise enters into a commissioning contract with a third party, this does not exempt the waste unit from the duty to legally identify the nature of the waste, review the disposal qualifications, manage the transfer process and prevent environmental pollution.

The corresponding contract value of 4,200 tons is approximately 1.47 million dollars, based on the unit price agreed in the contract. This is based on the number of leads, and the actual amount of the transaction remains to be determined on the basis of a pound bill, invoices and payment records.

It is really interesting to know why the parties have used general solid waste contracts to take over these industrial wastes, what the qualifications of the carrier are, and where the waste is actually transported.

Once the above-mentioned issues are checked with the public security identification records, vehicle tracks and financial documents, the actual operation of this chain of industrial waste trans-shipment may be restored.

The enterprise ' s own environmental documents disclose larger quantities of hazardous waste generated

Focus China further reviewed the Shandong Transcrete Company's official website, the Shandong Transcrete Chemical Corporation Limited Emergency Response Plan for the Environment (revised May 2023), which was approved on 29 May and implemented on 30 May 2023 and is in the process of being trans-shipped by lead.

The planned annual generation of solid waste from existing projects includes:

  • General solid waste: 4366 tons.
  • Hazardous solid waste: 12668.305 tons.

Together with the expected hazardous solid waste from ongoing projects, the total production of hazardous solid waste listed in the document amounts to 12693.265 tonnes.

These data are derived from environmental management documents published by the enterprises themselves and do not directly prove which category of 4,200 tonnes has been reported. It shows, however, that the Zoran Chemical Industry, a petrochemical enterprise with a significant volume of hazardous waste, is subject to strict environmental regulation for the classification, storage, transfer and commissioning of industrial waste.

Of particular note is the annual general solid waste production of 4366 tons in the Enterprise ' s Environmental Emergency Response 2023, close to the order of magnitude of about 4,200 tons reported in the lead. Whether the two sets of figures are actually relevant needs to be verified through the current year ' s solid management desk accounts and outgoing shipping records.

As a large petrochemical enterprise, the production units of the Vicaran chemical industry involve a number of complex chemical processes. Its official website describes the company as mainly involved in petrochemical production, including gasoline, diesel, liquefied petroleum gas, wax oil, acrylic, etc.

The pointer believes that the waste may have originated from production or environmental treatment such as devulcanization, denitration, etc., but no complete process information is available to determine this source.

The photographs provided on the site show a large area of black and grey mud surfaces with visible yellow and green blocks and accessories, and are partially visible as suspected industrial waste. The appearance of these substances suggests that the sulfur-containing industrial residues cannot be identified as sulphur by colour alone, nor can they be determined by their chemical composition or toxicity by photo alone.

For such suspected chemical waste dump areas, environmental risks not only relate to surface piles, but may extend to the surrounding soil, rainwater discharge systems and groundwater environment.

Police identification documents already cover waste liquids and contaminated soil in multiple locations, suggesting that the scope of the investigation is not limited to a simple stacking site.

So, have these sites been subsequently fully cleared? Where are the contaminated soils going? Is groundwater continuously monitored by the relevant authorities? These matters, which are directly related to public health and environmental safety, also require clear records.

Three years later, the company has been officially researched and the fate of the pollution cases remains to be explained

On 27 October 2026, an official news bulletin was released by the Eastern Battalion Network, adding a new and realistic focus to the old case.

Reports indicate that on 26 October, the Secretary of the East Camp City Commission, Shin, had just visited the Sandong Transcribation Group to investigate, enter the production plant, the Central Control Room, learn about production operations and project construction, and to speak with the head of the enterprise.

The report stressed that enterprises should take on the primary responsibility for safe production and eco-environmental protection, while suggesting that local governments should actively help businesses to solve their production difficulties.

The study did not imply that Makcchan had a direct link to the acts in question in 2023, nor could he be judged to have been aware of the specific investigative process in the case. However, the current head of the municipal council, where the enterprise is located, is responsible for ensuring that the authorities concerned are legally responsible for environmental monitoring.

The suspected illicit dumping in 2023 was carried out across the eastern battalion and the Zanmena. The Eastern Battalion assumes responsibility for the territorial control of the waste industry, while the relevant departments of the Zhuang factory involve the detection and management of waste reception, transport, dumping sites and contaminated sites.

The division of administrative areas cannot justify the decentralization of responsibility for pollution between different locations.

At the same time, public information from October 2026 indicated that the Secretary of the Sukuoka City Board was Li Peng and the Deputy Secretary and Mayor of the City Board was Zhao Tianbao. The Suu Kyi municipality has also recently held a special meeting to deploy safe production and environmental protection.

For succurities, the progress of the investigation of the case, the status of the contaminated site involved and whether environmental damage is legally initiated are public matters that local governments should seriously address.

It is even more worth contrasting that other hazardous waste cases in Shandong are not without a precedent for public handling.

In October 2024, the Department of the Environment of the City of Smoke City publicly launched a case of 67 tons of hazardous waste, detailing the detection of pollution, sampling, cross-regional investigations, public security intervention and the imposition of coercive measures on those responsible.

In 2025, the Shandong provincial office of the China Environmental Protection Federation also made public the results of the Sino-China Environmental Protection Federation Petroleum Industry Ltd. ' s Environmental Benefit Proceedings for the Illegal Disposal of Hazardous Wastes, which resulted in the court ruling that the enterprise should bear the cost of over $1.4 million for environmental restoration.

These cases indicate, at a minimum, that the progress of investigations, environmental rehabilitation and related judicial treatment of hazardous waste cases can be made known to the community through public information.

In contrast, the search still does not reveal a complete official handling notification that can be directly matched by approximately 4,200 tons of dump leads, public security identification letter numbers and related disposal contracts.

(a) The case has been identified and does not automatically prove that the investigation, prosecution and trial have been completed; The absence of a search for a public decision cannot be a basis for finding that the judicial authorities have not dealt with the case.

However, more than three years have passed for the public, and there is still a lack of clear public information as to whether the hazardous waste involved has been cleared, whether the pollution has been repaired and what the responsibility is.

Corporate responsibility and local governance issues behind a dangerous disposal chain

In accordance with the Law of the People ' s Republic of China on the Prevention and Control of Solid Waste Pollution Environment, which was in force at the time of the 2023 incident, the operation of hazardous waste requires the appropriate licence in accordance with the law, and it is prohibited to place hazardous waste in unlicensed establishments for collection, storage, use and disposal, and the transfer of hazardous waste is subject to a statutory system of management of the list.

The Environmental Code of the People ' s Republic of China, which was enacted on 15 August 2026, further consolidates the relevant legal regime for the environment.

The current legal interpretation of criminal cases of environmental pollution clearly indicates that illegal discharge, dumping and disposal of hazardous wastes of more than three tons is one of the important criteria for the identification of a serious environmental pollution.

This means that in the present case, the amount of waste, the hazard properties, the actual disposal behaviour and the evidentiary relationship between the person responsible would directly affect the criminal nature of the offence and the liability.

In particular, there may be different legal responsibilities between the business, the carrier, the actual transporter and the site controller.

If an enterprise, knowing that industrial waste is hazardous, arranges for illegal trans-shipment or disposal through general solidification, the person concerned may face administrative penalties and even criminal prosecution for the crime of pollution of the environment. Even if the illegal dumping is carried out by the recipient, independent investigations are required as to whether the waste business has fulfilled its obligations under the law of commissioning and management.

For local governments, the responsibility for pollution goes beyond the establishment of a case. Hazardous waste removal, contaminated soil management, groundwater monitoring, ecological damage and subsequent risk prevention are all integral components of environmental governance.

It can be seen from the information available that in 2023 the public security organs had obtained an assessment of the hazardous properties of some of the wastes involved, that there were written disposal contracts with clearly marked and priced companies and their recipients, and that the leads involved a number of specific dumping sites.

The case should then be able to be answered by evidence by three interrelated facts: where the approximately 4,200 tons of industrial waste were generated, what transport and what disposal links were followed; How the hazardous wastes identified by public security identification correspond to the shipments; What are the final measures of remediation of all contaminated sites and which units and individuals are responsible for them?

These are specific matters that can be identified through original records, professional validation, investigation files and information on environmental governance.

On 26 October 2026, local leaders continued to emphasize in the public news the importance of the master responsibility for ecological protection of the chemical industry. This case of alleged mass illicit dumping, which occurred in 2023, provides a concrete and serious practical case for the purpose of testing whether this responsibility has been fulfilled.

Enterprises can continue to produce and local governments can continue to promote industry, but major environmental pollution leads that have entered the public security identification process should not be lacking in public information about the consequences of the process after many years.

The most important thing for land and surrounding populations affected by pollution risks is never the honour that the enterprise has received, nor the number of studies conducted by local officials, but rather whether the pollutants have been cleared, the environment restored to safety and the perpetrators prosecuted accordingly.

A public security identification notice, a general sturgeon disposal contract and a number of photographs of suspected contaminated sites have provided clear leads to the old case.

The Shandong Chemical Corporation Limited, the Yuen Podger Conservation Company Limited, and the relevant bodies with investigative and regulatory responsibilities, still need to provide a publicly supervised factual statement of the origin of the waste, the disposal process, the progress of the case and the environmental rehabilitation.

This hazardous waste dumping suspected to have been in place for more than three years requires a complete, clear and factual outcome.
