Why do I go on a letter visit?

In 2016, the People's Court of Zhengzhou (2016) found that the 37th judgment of the first sentence of Geng 1221 determined that China Property Insurance Company Zhengzhou Branch Company, Wang Liu, has scammed over 800,000,000 yuan of state financial funds through false insurance and false compensation.

Although the verdict confirmed the fact of fraud, but the funds of more than 800,000 yuan have not yet been recovered, and Wang Liu and Chinese financial insurers have not been prosecuted for any criminal liability.

As a Communist, a former inspector and examiner, I have discovered that the state’s fiscal funds are so boldly cheated, and that the real responsible people are out of the law— which makes me unable to sit still.

Therefore, in strict accordance with Article 41 of the Constitution and the Correspondence Work Regulations, I reflect questions and report clues to relevant departments by sending letters and online complaints in lawful ways.

I am not for my own sake, I am for the interests of the people of the county, for the interests of hundreds of thousands of people, for the conscience of a member of the Communist Party.

3 What did I pay for?

In March 2022, I was detained by the Zhang County Public Security Bureau for the crime of provocation.

On December 28, 2022, the Chongqing County Court sentenced me to a term of imprisonment three years and six months for the crime of provocation.

October 2025, I am released.

Three years and six months. more than 1,277 days and nights. I dedicated the most precious freedom of a Communist member to the four words "letters to visit according to law."

What is the letter I sent?

Why do I say this case has a problem?

Comrade Vice-Governor, I am a legal worker (who obtained the certificate of legal practitioner in 2021).

First, the subjective criteria do not match.

The subjective element of provoking the crime is "seeking stimulation, leaked emotions, successful playthrough" and so on. and I is based on specific clues (insurance companies cheat over 800,000 yuan financial subsidies) to make a complaint report, do not have the subjective requirement of "no matter of life" .

Article 1 of the Interpretation of Certain Issues Concerning the Application of the Law in Criminal Cases Concerning Provocative Incidents states that the perpetrators who carry out the conduct prescribed in Article 293 of the Criminal Law due to disputes in marriage, family, neighborhood, debt, etc., are generally not recognized as "provocative incidents".

Second, the procedure is seriously illegal.

In the case of me, Zhang Zhenlin, Guo Red Army, the people's court of Zhang County and the Chinese People's Court of China are all our victims of letter visits , the former chief of the county court, the subsequent deputy chief of the Chinese court of China, the Yang Yuan Comrade, is the object of my accusation .

This question is reasonable, but please understand the situation of an old party member:

📌 Request three: recover more than 800,000 yuan fraudulent financial funds

Chongqing China Property Insurance Company and Wang Huang scammed over 800,000 yuan of state financial funds, which has been determined by the 37th judgment of the Chongqing Court (2016) in the first sentence of Geng 1221 . This money has not been recovered so far, and the responsible persons have not been investigated – this is itself a continued loss of national interests.

You emphasize that "masses are urgently worried and can feel good things." The recovery of cheated financial funds is the biggest "good thing" – it concerns the vital interests of hundreds of thousands of people in the county, and the dignity of the state finances.

Request 4: The fundamental rights of real-name whistleblowers are guaranteed in accordance with law

I reported to jail once in accordance with the law, continued to complain according to the law after leaving jail, and at present no work, no income, no landing, and am outdoors.

The "Regulations on Letter and Visit Work" clearly stipulates: "We must safeguard the lawful rights and interests of letters and visits in accordance with the law."
