Question: Why is a whistleblower being pursued by a county for years?
Chen Yongbo did not suddenly enter the public security eye in an ordinary criminal case. public information, family material, and previously continued disclosure information shows that after long reporting of local officials and power operation problems, he gradually became the object of local stability system key control: first in Beijing National Letter Visit Bureau was intercepted, then in the sensitive period of the CPC "two sessions" and other continued surveillance and restriction, and eventually developed to Zhejiang Yongbo public security crossing hundreds of kilometers into Zhejiang Ningbo residence to arrest people, and the "suspect of harassment" to criminal detention, long-term detention.
If you look at any one of these nodes, the locals can pack it into a “legal disposal”; but when these events are rearranged in time, it is no longer an accidental law enforcement dispute, but a lengthy, targeted power trajectory: the whistleblower tries to break the local blockade, delivering the material to Beijing, Nanjing and the central supervisory system; the local authorities are constantly upgrading controls, from intercepting and restricting freedom, to cross-provincial arrest and criminal prosecution.
More cautiously, Chen Yongbo is not the only person who suffered such a fate in Chongqing.The death after the visit of Xi Jinping, the Wu Bao Sheng case, the conflict outside the central inspection group's point of visit, and the Chen Yongbo case together have drawn up a highly consistent governance model: The local government does not use the main force to openly investigate reporting matters, but continues to invest in the public security, mailing and resource control reporting personnel themselves.
This is no longer a single person’s encounter, but a sample of how a county-level power system deals with whistleblowers.
Starting with the National Bureau of Visitors: After reporting over-level, Chen Yongbo first encountered local interception.

Published materials and previously obtained information show that Chen Yongbo had already entered the key vision of the Hong Kong Maintenance System as early as 2023.After September 18, 2023, he went to the Beijing National Letter and Visit Bureau to reflect on the issue, but there was controlled by Hong Kong personnel and taken away. At the time, Chen Yongbo headed the public security work, was then deputy county director and county public security director Zhejiang.
The incident itself exposes the structural absurdity of China’s long-standing letter-to-visit system: the National Letter-to-visit Bureau is nominally responsible for receiving complaints, complaints and reports from citizens, but local governments can view blocking local visitors from entering Beijing as a “stabilising task”.
Chen Yongbo later did not stop reporting.In March 2025, during the “two sessions” of the CPC, his name appeared again in public reports.Related reports alleged that Chen Yongbo was controlled by public security personnel for about 38 hours within the national mail system and referred to as a “seeking prisoner”.No matter what type of legal procedure the so-called “seeking” corresponded at the time, this incident at least proved that Chen Yongbo continued to be subject to targeted control from the original public security and security system for two years.
From 2023 to 2025, although the approach has changed, the goal has always been highly consistent: to prevent Chen Jong-il from bringing the reporting material out of control of the flooded local authorities.
This is also the core of the events that are most worthy of disclosure. If the local government really has the ability to prove that the reporting content is false, it can completely openly investigate, disclose evidence, and deal with it according to law; but the crowd is invested in interrogation, control and public security resources. This behavior itself has shown that the local authorities are more concerned not about the reporting content is false, but whether the reporting will enter a higher level of supervision system.
August 8, 2025: Upgrading from interrogation to cross-provincial capture

On August 8, 2025, Chen Yongbo's control changed. The subsequent notice of detention showed that Chen Yongbo was detained at 10 a.m. by the Hong Kong County Public Security Bureau for "suspicion of corruption" and detained at the Hong Kong County Detention Center, with the document number "Hong Kong (Criminal) Detention Letter [2025] 357".
This node means that the disposal of Chen Yongbo has beenined in the traditional sense of letters and officially entered the criminal justice track.
But the problem has become even more serious here. Chen Yongbo was in Zhejiang Ningbo at the time, and Zhang Hong public security carried out inter-provincial arrest. A cross-regional criminal law enforcement, should have left complete approval, cooperation, on-site law enforcement and evidence extraction records. If the family about surveillance is destroyed, reporting materials are controlled and so on, this operation is not only the question of "hacking procedure is regulated" but also the very obvious political stability: local public security controls not only the whistleblower, but also controls the information carrier related to the reporting.
From the Beijing National Bureau of Visitors, to Zhejiang's private residence in Ningbo, the scope of action is constantly expanding; from interrogators, to the criminal forces of public security, the level of coercion is constantly escalating. Chen Yongbo has encountered not an isolated law enforcement, but a local power system that continues to escalate the pressure on whistleblowers.
Third, “congratulations” become a criminal tool for local authorities to deal with whistleblowers
Chen Yongbo was ultimately accused of being used by the Shogun Public Security as a "suspect of blasphemy."
This is not a crime that can be misrepresented.Because in the Chinese criminal law system, the crime of confession is in principle to tell only to handle cases, and the public security organs only intervene directly when the serious circumstances of the law are reached. The use of this crime against a person who has long to local officials and local authorities has the nature of a strong conflict of public power.
This means that the case really needs to be reviewed is not a simple “suspicion,” but what exactly is the relationship between the reporting and the criminal strike. What officials, projects, law enforcement or judicial issues have Chen Yongbo in the past?Was Chen Yongbo really investigated these reports?Which content has been officially identified as false?If the so-called content itself comes from the reporting material he submitted to the higher authorities, then this case has an extremely dangerous logic: People who report to local authorities are defined as criminal suspects by the public security organs of the region.
This structure itself has serious conflicts of interest.
Even more cautious is the fact that once criminal proceedings are initiated, local public security has gained much stronger control than traditional surveys.
- restriction of the whistleblower's personal freedom;
- confiscation of mobile phones and materials;
- isolation of the whistleblower's contact with the outside world;
- the issue that originally belonged to the field of public supervision and correspondence can be packaged into a closed criminal case.
This is precisely where "blasphemy" is most critical in the Chen Yongbo case. It is not only a crime, but more likely to become a tool for local authorities to criminalize reporting and legalize politics.
Fourth, the public security director changed, but the pressure mechanism continued
Chen Yongbo suffered from two flooded public security directors.
Between 2021 and 2024, Chen Yongbo was the chief public security officer in Chongqing County. Chen Yongbo was controlled by the Beijing National Correspondence Bureau in 2023, and Chen Yongbo was in charge of local public security work when the Chen Yongbo incident occurred in 2024.
After November 2024, Zhang Yi took over the Chongqing public security system, and subsequently officially served as deputy county chairman and county public security director.In 2025, Chongqing was again controlled, and on August 8 was inter-provincial arrest and criminal detention, which occurred during Zhang Yi's term.

This time relationship is extremely important because it excludes a simple “individual lead personal behavior” explanation. The public security director has been replaced, but the control of the same whistleblower has not stopped, but has evolved from interrogation to criminal detention.
This explains that what Chen Yongbo is likely to face is not the personal will of a certain public security director, but a set of stabilization mechanisms that can cross the continuous operation of leadership replacement.
In this mechanism, the head of public security is responsible for the specific public security operations at different stages, whileining the continuity of the whole system is a higher-level party committee and policy-law maintenance structure.
Fifth, Yang Yun Peak through the entire time line, the responsibility of the county committee cannot be separated from this chain of pressure
Starting in 2021, Yang Yong Feng has long served as secretary of the Chongqing County Committee.From Chongqing's control in Beijing in 2023, to the Chongqing incident in 2024, and to the inter-provincial arrest in 2025, the chief party affairs head of Chongqing County has not changed.
This makes Yang Yongfeng an unavoidable political figure in the entire chain of responsibility for events.

In China's county-level power system, the county committee secretary is not a symbolic role that is responsible for merchants, economics and conference speeches only. the county committee has a political leadership responsibility for public security, political law, letter visits and so-called "social stability" work, involving major letters visitors, cross-regional stability and key period control, nor is it an isolated act that a grass-roots mission can operate on its own for a long time.
Therefore, the investigation of Chen Yong-poo’s case can’t just stop at “which policeman caught a man,” but must go into the real power structure:
- focus on how the list of correspondents is formed;
- how the level of stability is determined;
- how cross-provincial actions are coordinated;
- how the county committee's legal system is involved;
- how the work is divided between public security and correspondents;
- who ultimately bears political responsibility for these actions.
If there are disputes in one place for years in a row, such as Beijing interrogation, central inspection group outreach, cross-provincial arrest, long-term detention, and each time they are cut into "individual cases" of grass-roots departments, then the county-level party committees can in fact always enjoy power, but do not bear the consequences of power operation.
This is the most typical responsibility evasion mechanism in the local maintenance system.
Sixth, the death of Wu Ying and the case of Wu Jian, further exposing the violent tendency of the violent and stable system
Chen Yongbo is not the only victim of the conflict.
The previously continued disclosure of the incident was another key example of observing the system. Families, informed persons and public material claimed that in April 2024, during a visit to Beijing, Mr. Yong was controlled by a flood of persons, and then died.
Around this incident, the external world has long questioned not only how Mr. Ying died, but also who organized the interview, who participated in the operation, what exactly happened on the scene, and whether the subsequent judicial process was influenced by local authorities.
These specific criminal responsibilities need to continue to be tracked on the basis of complete evidence, but from a systemic perspective, there has been a highly consistent pattern between Mr. Ying and Mr. Chen: Both were directly involved by local stabilization forces after they visited the Vietnamese level and tried to bring local issues out of the flood.
More notably, when the incident occurred, Yang Yong Feng served as the secretary of the county committee, and Zhejiang as the head of public security; when Chen Yong Bo was imprisoned in 2025, the head of public security had been changed to Zhang Yi, but Yang Yong Feng was still the secretary of the county committee.
This personal timeline reinforces a judgment: the problem of flooding is not simply a certain public security director's "rough behavior", but more likely a set of governance models long-term implemented by the political leadership of the county-level party committees, political laws and letter-visiting systems.

In July 2025, only about two weeks after Chen Yongbo was inter-provincially arrested, the other visitors went to Nanjing to try to deliver material to the Central Inspectorate.Open video and reporting material showed that there were again flooding personnel near the location of the visit, and there were disputes such as blocking, robbing material, pushing and even violent conflict.
This incident formed a very clear correlation with the Chen Yongbo case.
The National Bureau of Visitors is the central channel of visits, where Chen Yongbo is controlled; the central inspection group belongs to the higher level of supervision force, where the visitors are interrogated.
To this end, the statement of so-called "maintaining order" has been difficult to explain all the facts.
What is really controlled by the local stability system is obviously not only the movement of people, but also the movement of information.
The whistleblower can be taken away, the cell phone can be controlled, the whistleblower material can be robbed, and the path to Beijing and Nanjing can be cut off. A set of stabilization mechanisms built around “stop the material outflow” that no longer solve contradictions but isolate supervision.
This is also the most institutional part of Chen Yongbo case.
# 8, the local government really wants to push down, is it not Chen Yongbo's reporting material in the hands?
There is an inevitable abnormal phenomenon in the Chen Yongbo case: if his report is purely fictitious, the Chen Hong side can completely open the results of the investigation, using facts to break; but the reality is that for years, local forces have continued to invest a large amount of human resources in interrogation, control and cross-provincial actions.
This investment of resources itself is worth investigating.
Why are you so concerned about Chen Jong-il?
Why is he being watched when he appears at the National Post Office?
Why did Zhejiang Ningbo continue to carry out arrest across the province?
Why would reporting materials and mobile phones in capture operations become key control objects?
Together, these phenomena point to a question more sensitive than “blasphemy”: What the place really fears may not be Chen Yongbo, but the material he has long delivered to the outside, and the local power interests that these materials may touch.
Therefore, the most critical direction of the investigation of the whole case is not to continue around Chen Yongbo’s individual, but to reverse track the content of his reports: which officials, which administrative projects, which law enforcement and judicial issues are involved; which materials have been submitted to central or provincial authorities; and who may therefore face accountability.
Only by continuing to track the reporting content can we really explain why an average whistleblower is being tracked by a county for years.

Putting together public information, stakeholder material, and the many controversies over the past few years, we’ve seen a very clear chain of power:
- Chen Yongbo, after long reporting local power, was first intercepted in Beijing;
- subsequently entered a continuous state of stability;
- by 2025, local public security even cross-provincial into Zhejiang, and use criminal procedures for long-term detention;
- at the same time, the case of Yongbyo, Wu Bao and the Central Inspectorate's point of contact interrogation, and continuously showed the same pattern: when local authorities face over-level reporting, the first thing is not to openly investigate reporting matters, but to control the reporting person.
In this chain, Zhejiang monarch presided over the early shutdown and shutdown of the Chinese government during the public security period; after Zhang Yi presided over the public security, control of Chen Yongbo has escalated to cross-provincial arrest and criminal detention; and from the beginning to the end, Yang Yong Feng has always served as secretary of the Zhejiang County Committee.
This continuity of power means that the pursuit of Chen Yongbo case can no longer be dismantled into the so-called "non-normalized law enforcement" of several grassroots law enforcement personnel. What really needs to be exposed and investigated is the complete synergy between the public security, political law, letter-visit and maintenance systems under the leadership of the Chen Yongbo County Commission, and how the whistleblower has been gradually transformed from the subject of the letter-visit to the criminal target.
If a local government truly believes in its innocence, the most effective way should be to disclose the facts and accept supervision, rather than tracking whistleblowers, intercepting whistleblowing materials, intercepting people across provinces, and using criminal procedures to imprison people.
When power begins to use public security forces to solve those who raise problems, rather than those who are, this is no longer a common law enforcement dispute, but a direct suppression by local political power of citizen supervision.
Chen Yongbo’s affairs, therefore, are not only his personal.
It uncovers a more dangerous reality in flooding local governance: when the county committees, public security, visits and stability systems form a closed community of interests, the whistleblower is no longer faced by a certain official, but may be a whole set of local state machines.
