I. AIRPORT
T3 terminal, Beijing Capital Airport, 27 November 2023.
Zhao Ri Xing didn't carry much luggage -- a shoulder bag, a notebook. He came out of the international reach and he was pale and he slit his eyes. Two men in dark jackets, police.
He didn't run, he didn't ask, "Are you wrong," but he said "yes" very softly. The sound of the handcuffs together was not very strong and was covered by the voice of the passengers who were carrying the luggage.
Zhao Shusheng, a 1990-year-old university computer major, worked in an Internet company in Beijing before the crime, when his girlfriend was Liu Hsiang.
But his girlfriend left a month ago. In October 2023, she left the country and never returned.
II. Eight suitcases
The time is set back to 29 January 2021.
Beijing Shunyi, Yuyama's villa — a small town where non-rich people live — is expensive. Liu Lin has a 420-square villa here, ready to take action. She was born in 1987, and in her early years she crawled in the milk tea and residential business, saving tens of millions of her family members.
The buyer is a woman called Zhang Chiu. The parties negotiated at the office of the real estate agent: $34.8 million.
Three days later, the second-hand house was contracted. After the contract, the two men went to the Guanghua branch of the Bank to pay for the house.
The subsequent scene was followed by a number of people in court.
Zhang Chiu and the driver did not come with a card or a check, but with money. Eight black suitcases larger than boarding vans, one by one, were moved out of the trunk and pushed to the front of the bank counter. When the case opened, the locks were so soft that the hundred-dollar money was shown in it, and the bundles were all tied up and the bases were like bricks.
The clerk's holding up. Liu and Zhao Shing stood by and, according to Zhao Shing's subsequent statement in court, he and Liu Gyu “looked with shock” and carried the suitcases to the counter.
Just before the cash was about to be deposited into Liu Yi's account, the bank staff called Liu Yi to the side to make it clear that the money could not be deposited directly into your account, which was illegal. The legal operation is to prove that the money is of legal origin and to open an account in her own name and then transfer it to you. Zhang Chiu refused to open the account.
The bank refused to do so.
If the story ends here, many things may not happen later.
But at noon that day, Liu and Zhang Xianxiu switched to the Beijing Tianjun branch of the Chinese construction bank. The money-caller went off from noon to work, and it was not finished. The account of Liu Huen Bank was deposited in cash of 13 million yuan on the same day, the remaining money was pulled away and continued the following day.
From 1 to 4 February 2021, four accounts of the Bank of China, the Bank of Mansion, the Bank of Commerce and Industry and the Bank of Construction were co-existed in cash of $24.8 million for four days and an additional transfer of $10 million was made to the account. The amount of $34.8 million is paid in full as contracted.
According to Liu Xiang, Zhang Xian once promised to give Liu Xian 4 million yuan in addition to $34.8 million to buy electric furniture and a soft-clothed house as a package if Liu Xian would accept cash in her name and deposit it in a bank account. Liu said later in the press, “I doubt that money came from a problem, but I don't think about it when she offered it. "It is true that there is a cheap mind to help save the money by 4 million more. The blogger adds:
Four million, and she didn't get a cent. But it doesn't matter. The money went into her account and the family passed.
III. “Hu Secretary”
I'm not gonna be able to
Over the house, the house didn't hand over.
The lease was still in effect at the time of sale of the villa. The contract provided that the seller would not deliver the house until the tenant had completed the lease.
In May 2021, Zhang Chiu came to the door of the villa, not by himself, and brought six or seven people. She's going in and stocking up. The tenant was inside, a young woman, stopped by a door in the living room. The door was knocked on and she called the police.
This time, there was a heated conflict between the two sides. The tenants were then left without any disturbance and were released early.
Liu’s loss is a clear chain: the tenant left, with a monthly rent of $52,000. She went to Zhang Zhang to recover the loss of rent and demanded that the $4 million verbal promise — the payment for the furniture and electricity — be honoured.
Zhang Xuan ' s response is open: the contract for the purchase of the house is in black and white, the furniture and household electricity is included in the $34.8 million purchase price and no further payment is made.
Liu Xiu said to meet in court.
Chang cooled her back a line. And that was the turning point of the whole case.
"Do you know who my brother is? My brother is the Secretary of the Hu. The blogger adds:
In common second-hand room disputes, this can be understood as a form of pressure. Liu Lin heard something else.
She didn't go to court. In August 2021, she paid a private investigator through her own driver to find out who the “Hu Secretary” was. The results of the investigation have dramatically increased the situation: the Chairman of Xinjiang Energy Group, Hu Guoqiang, and the head of the Council Chamber.
After learning of the true identity of the “Hu Secretary”, Liu Xie began an investigation into the person.
iv. Darkness
I'm not gonna be able to
Liu Lin himself is not in the dark.
It's the way she does things.
Between May 2021 and 2022 (as determined by the first instance judgement), Zhao Shuxiang and Liu Yiu were able to install GPS tracking devices on vehicles of Hu Guoqiang and Zhang Zhang, to install needle-hole cameras at the door of Hu Guo Zianqiang ' s house, to track, paste, film and track the tracks, and to obtain information on the identity of close associates of the Zhang Guoqiang and Hu Zhou Zhou Zhou Zhengxiang.
The key person running ahead was Xiaowei, Liu's driver and assistant, who worked with her since
- He drove people to the area, crouched on the side of the road, stayed for one or two hours in the hotel parking lot, leaving a lot of plates and location information on the vehicle. According to the trial attendance records, he had arranged for the GPS to be installed and the surveillance cameras to be installed.
Liu Lin never touched any of the equipment. She pays, sends orders, reports. She hides at the top of the entire chain of operations and is the safest place.
In April 2022, a man who claimed to be a driver of Hu Guo Guoqiang met with Liu Yuen and offered 3 million yuan, on condition that the complaint be stopped.
Liu Xiu refused. She said, “How much should be given to the court. The blogger adds:
If she really believed in the court, she could have gone to the court the next day. But she didn't.
Instead of stopping the complaint, she and Zhao Xianxiang have been reporting to the Central Committee for the Control of the Censorship of the Xinjiang Uighur Autonomous Region (CSR) since January 2022, under the name of Hu Guo Guoqiang, which includes a number of leads on the financing of the house and the Zhang buy-out.
She's reporting while waiting.
What's waiting for? According to witness testimony later in the hearing, Liu Xie, who was too little to give the project to Hu Guo Guo Guo, said that he was not a good candidate. She wants more than money, and she wants a way to make money.
So she waited until June 2023 and finally couldn't wait. She filed a civil indictment with the Beijing City District Court, and the defendant was Zhang Zhang Zhang, and the amount claimed is a figure:
* *
V. This bill
I'm not gonna be able to
How did you get $7,794,000? The report is not elsewhere, but is in the indictment.
First: 4 million household electricity for furniture. She claims that she was paid for the soft-packing of her verbal promise.
Second: Overdue payment of $1.714 million. Her logic was that Zhang Zhang had not paid for the 4 million furniture and therefore had to pay the overdue payment for the breach of contract.
Third: 780,000 rent losses. After the tenants were forced to move early, the house was vacant for two months. What logic would count two months as 780,000? She's on 390,000 a month. However, the monthly rent previously rented on the house was 52,000 — that is, she claims for more than seven times the actual loss.
Fourth: 1 million in moral damages. The bottom line was this: a contract dispute, she claimed moral damages.
Number five: 300,000 for a lawyer. Combined: 400 + 171.4 + 78 + 100 + 30 = 7.794,000.
The court later found that it had to lay down. Looking at the bill alone, it reveals a very clear tension: it is not a civil action that requires court protection, but rather a bottom-table table that lists the items and amounts. She folded every single name she could think of up into a total amount that would scare her opponent. This total is not used to talk to the Court, but to talk to others.
In July 2023, Liu Qi withdrew the charges. According to her unilateral statement at the time, she received threats that “lawyers would not survive for more than three months”.
vi. Breaks
I'm not gonna be able to
Back in time, it moved on to 2023.
That year, the chain began to break.
First, the man who put the GPS on her, took the water, and gave her the insides.
A driver who's been with her for over five years, the one who knows the most secrets. In January 2023, Xiaowei was arrested.
The reason for his arrest was not an investigative operation, but a theft: he stole 510,000 from Liu.
Liu Yuan's choice is to call the police. He did not choose to remain silent, but instead stood up. Ultimately, the person who personally installed a large number of surveillance equipment for Liu Qiu became a key witness against Zhao Shuxi Sung. He was subsequently sentenced to 11 years ' imprisonment for association with the case.
Then, in October 2023, Liu Xiu went overseas.
She's gone pretty straight. He did not tell Zhao Sheng, nor did he leave her waiting for her message. More than a month later, on 27 November 2023, Zhao Rezheng landed at the capital airport outside the country, awaiting the handcuffs he had first written.
VII. Falling from the horse and sentencing
I'm not gonna be able to
The Hu Guoqiang side had previously reported to the police that it had been blackmailed by Liu Yiu and Zhao Xing Shing.
On 2 January 2024, the CSRC website published information that Xinjiang Energy (Governor) Limited Liability Company Secretary and Director-General Hu Guoqiang is being subjected to disciplinary review and monitoring by the Xinjiang Uighur Autonomous Region Board of Disciplinary Board.
It's been more than a month since Zhao's success. The official circular never mentioned Liu Liu or Zhao Shuxiang's name, nor “after being reported by the public”. Financial innovations were similarly described in the follow-up report: Hu Guoqiang had declared his case in January 2024 and the investigation had not yet been concluded.
In December 2025, the court of the Su Yi District Court of Beijing opened the case against Zhao Swe. Seven days of trial. (a) The detention of Hu Guoqiang in Xinjiang, without his presence; Zhang is not ready to be present. Liu Lin is not in the country, but has not appeared in court.
The focus of the prosecution and the defence was later on three issues: does the $4 million verbal commitment exist? Is the claim for $7,794,000 for advocacy or illegal occupation purposes? Is GPS and needle-hole surveillance an investigative or criminal device?
On 29 June 2026, the first instance judgement was delivered.
The accused, Zhao Rei-jin, was convicted and punished for extortion, offences against citizens ' personal information, and decided to execute six years and ten months ' imprisonment and a fine of 150,000 yuan.
The court found that Zhao Shuxiang and Liu Yiang had committed the crime together and that Liu Xieng had been listed as a co-perpetrator in the proceedings and had not been found guilty of the crime because of his presence abroad.
viii. End
I'm not gonna be able to
In 2026, the villa of Yuyama was replaced by its owner. The 420-square house was out of the house, the door-to-door system was upgraded, the garden was re-repaired and the outsiders were unable to enter.
The same luggage, some later appeared in the evidence room of the police station, and some never again appeared. The four bank accounts that had saved money for her became a whole set of figures in the case file. The driver who had been carrying GPS under the car, lying in a steel window, became a silent coordinates. While Zhao Ri Shing was standing on the dock, the stand was empty. Liu Yuan's position, never sat.
The same number of questions left in the civil and criminal trade: 4 million dollars in verbal promises, never said? Did Liu Xiu choose to change the bank after the bank was explicitly told it was not in compliance, whether to think of the bridge or to be held at the top of the head by 4 million? Is the bill of $7,794,000 a document of claim in the chain of evidence or a civil complaint that was sorely broken? No court door has given the final answer.
He was eventually “dualized” and referred to the prosecution authorities for alleged criminal offences. The CCSMC website reports that Hu Guo Guoqiang has committed serious breaches of party discipline, constitutes a serious breach of official law and is suspected of having committed a bribe, and that he has failed to stop after the 18th anniversary of the party, in a serious and serious manner.
There are no public conclusions as to the source of the $34.8 million cash.
After the eight suitcases opened at the bank counter, the story was set on the face of the first instance judgement, and in the shadows several unwritten books were left unwritten.
The money-debiting machine squeaked that day, like the prelude to everything.
