On 21 April 2022, a telephone call was made.

Two of the men who spoke were lawyers from the Hu Guoqiang side and Liu Yi, who had paid for their own services.

The tape was submitted as evidence to the judicial authorities.

More than a month before the call, another person associated with the case had just been knocked out of the police station in Urumqi.

Police station

1 March 2022, in the morning, Urumqi.

Chao Xiaowei drove out and was on his way, and was followed by a black crowd. He called the police around 11:30 and immediately followed by two black Land Cruisers, he stayed.

Four men got off, pulled his door, robbed his wheel. He broke out and drove all the way to the police station at Guizhou and Tai Xing Road.

It's a place where civilian police are stationed.

Four men went in and knocked him down in front of the civilian police. After the man fell, he was kicked in the head. He fainted on the spot.

When he woke up again, he was in the mediation room at the Beijing Road Police Station, and four of the men who had just hit him were in the same room, with only one of the auxiliary police officers watching them. He had a headache, said several times he was going to the hospital, and nobody was listening to him.

Eight suitcases

It is important to explain why Xiaowei was beaten up in this house a year ago.

In January 2021, Zhang Zhang Zhang gave 34.8 million yuan to buy a villa in the name of Liu Qi, located at the Sunyyun Manor Estate in Beijing. On the day of the transaction, Chang brought eight black suitcases full of cash.

Zhang Chiu was a doctoral graduate at Shandong University of Technology and had no source of income.

Her boyfriend, Hu Guoqiang, was the party secretary, director of Xinjiang Energy (Group) Limited Liability Company, at the level of the head of the main chamber.

The two were registered as married in December of the same year.

Liu Xie has proposed to suspend the transaction. Zhang was anxious to give up the cash and promised to buy the furniture in the villa with an additional $4 million. There were also tenants in the villa, and the parties agreed to return to their homes in February 2022.

The next thing I know is that the deal is over.

In May 2021, Zhang Zhang Zhang Zhiqi came to the house repeatedly for the purpose of measuring the house, the tenants withdrew their rents early and Liu Zhiu lost hundreds of thousands of yuan in rent; That $4 million of furniture is not recognized.

Liu Xiang asked Zhang Chiu to provide proof of the legal origin of the huge sum. Chang Chi-No.

Around August 2021, Liu Xiu began to look into the country.

Since 6 January 2022, she and her boyfriend, Zhao Xianxi Xianxi Xianxiang, have reported to the Supervisory Board of the Xinjiang Uighur Autonomous Region and the National Supervisory Board of the Central Disciplinary Commission, through the 12389 website, the telephone call and written information, the alleged corruption and bribery, the unknown origin of large amounts of property and the laundering of money.

More than a month after the report began, Hui Xiaowei was knocked out of his post at Urumqi.

First time: the police station that night

Liu Xiaowei, a full-time driver of Liu Xiaowei, has been with her for more than four years and knows all her contacts and disputes with Hu Guoqiang and Zhang Xianxiang.

At around 6 p.m., Hu Guoqiang arrived at the Beijing Road Police Station.

He wanted to identify one thing: Liu Xie and Zhao Swe-Shin had him and another man blackmail Hu Guo Guoqiang. We said no, and we refused.

The people of Hu failed to achieve their goals. They had the letter of understanding signed by Xiaowei, who paid 100 yuan in compensation for the medical expenses.

Subsequently, Xiaowei was taken to the Diamond City police station. According to his statement, Hu Guoqiang personally examined him for eight hours as a member of the disciplinary commission, asking him to admit that Liu Hue and Zhao Xing Shun had blackmailed him for $30,000.

During the interrogation, Hu Guoqiang showed him a video — a picture of Liu Xie being dragged and beaten at Beijing airport. Hu Guoqiang said that he was in charge of the court ruling on Zhao Swe.

Subsequently, Wang, who took over the criminal police unit of the Public Security Division of the High New District of Urumqi city, continued to exert pressure: he was convicted of kidnapping Yang Jia's son without being identified as required.

Yang Qi is a working hour employed by Liu Qi, 50 dollars an hour, 800 dollars an hour, and has been paid off for two days, with all the reasons given, and the rest is not refunded.

She was approached by Xiaowei on the morning of 1 March for this reason, and he never knew Yang Qui's son.

At around 8 p.m., the civilian police began to take a statement about the “abduction” of Xiaowei. He told me he didn't know the kid.

The Hu Power side read the statement and said no, redo it.

The civilian police officer Liu Xiao, who took the statement, did not do so. He said one thing:

The suspects are not guilty, and the public security authorities will investigate and not convict them for what they want.

Hu Guoqiang was right there: "Believe it or you'll be stripped of your uniform tomorrow."

Liu said: I'm going to the Autonomous Region tomorrow if I'm out of work.

The incident ended this way: Wang called the police chief and the director arrived and ordered that he be taken to the second floor of the interrogation room.

The interrogation lasted for 10 hours. The head of Xiaowei was bruised, dripped, blurred and finally, intimidated, admitted to something that was not in accordance with the facts.

The following morning, around 11 a.m., he ran out of the police station side door with the help of civilian police.

Sun Shiqing was at the police station with five vehicles.

The first time it didn't work out.

Second: Capital airport, second floor

After Xiaowei was followed on 1 March, he asked her to leave Xinjiang.

Information on Liu ' s identity and flight was obtained according to the letter of complaint, by means of a post of the incumbent civilian police.

This incident occurred in the terminal at the airport in the capital during the day, in public areas, with surveillance and passengers.

The civilian police took three persons out of the airport. The “Sgt. Chang” in their mouths was indeed waiting at the door — Deputy Director Zhang Zhang of the then-Shunyi police station.

Zhang Chi said that she had received a coordinated notice from Xinjiang Public Security to summon Liu Xiu in connection with “stalking Hu Guoqiang”. Liu Lin asked him to show him the notice. He can't get it out.

He had only one note, the one that Wang Xinjiang had sent, and which he had been forced to make, and had not signed.

On the same day, Liu Lin and others went to the Public Security Bureau of the Metropolitan Airport to report that Chen Hai and Guo Feng had beaten and insulted women.

Zhang changed the case because he could not obtain the notice of co-examination and summoned Liu Xiu and Zhao Sheng on the “Sun Sing's Intimacy Incident”. Zhao Shuxing was summoned for 23 hours and a half and Liu Xiaoxing for 16 hours.

Finally, the summons was released because there was no evidence that the two persons were suspects in the case.

The second time has not been successful.

Third: the file itself has walked nearly 3,000 kilometres

On 11 January 2023, Hu Guoqiang and Zhang Zhang Zhang went to the Division of Economic and Technical Development of the Public Security Department of Urumqi City to report that Zhao Shun and others had repeatedly gathered to follow themselves and extort large sums of money on the basis of the report.

On the same day, Sun Shiqing and Hu Guoqiang, Zhang Chiu ' s lawyer, Zhang Chiu, also took a statement. Hu Guoqiang submitted 12 photographs received in December 2022.

The Directorate has done some initial work and no case has been opened.

Then there was a small, but not negligible, detail in this case: on 15 May 2023, the unsolved case file was transferred from Urumqi to the police station of the Suyi police station in Beijing.

The police station in Tianjin is the police station in which Zhang was located.

The third time was still not possible, but the battleground was in Beijing.

Fourth: 3 million cash, and two lawyers

Starting in March/April 2022, the Hu Power side changed the method of fighting.

Sun and Zhang have been in contact with the winner of Zhao on several occasions, offering negotiations and offering to “buy” — anything that is better than to stop reporting.

On 8 April 2022, the parties met in Kendji, opposite the village hospital in Shenshan. Liu’s condition is that the Hu Guoqiang party apologize, cancel the house deal, pay the default money and compensate him for the moral damage he suffered as a result of the beatings and humiliations he suffered in public.

Sun Shiqing brought in three million dollars in cash.

Liu Lin and Zhao Ri Shing didn't get paid.

The complaint stated that the reason for the non-receipt was simple: fear of subsequent extortion by the accused.

That's the right judgment.

The real problem is with Liu’s own lawyer, Jiang.

Two recordings were submitted to the judicial authorities as evidence.

Paragraph 1, 10 May 2023

Jiang Yi said in her conversation with Liu Xiang and Zhao Shuisheng: “Then send a photo of the children to school and call their mother. The blogger adds:

The evidence shows that Hu Guoqiang ' s mother received the threatening telephone call on 29 July 2023.

On 9 June 2023, Jiangqi said in another tape with Zhao Shuxi Sung: " Hu said his mother was threatened.

One incident that occurred on 29 July 2023 was reported by Liu Xie's lawyer on 10 May and again on 9 June.

Jiang-i himself explained that he had first learned of the information from the other lawyer, Zhang-i.

Counsel for one party, more than two months before the threat occurred, learned from the other party's counsel about the imminent “threat” and recorded the conversation.

Second paragraph, 21 April 2022

Jiang Chi and Zhang Chi spoke in a conversation: “The blackmail failed, he was tried and he had enough to drink. The blogger adds:

Jiang is a lawyer named Liu Xie. His conversations with Liu Lin and Zhao Ri Shing were recorded, and the content of these recordings, which just showed that they were “unconditional” “no money” throughout, merely asking each other to apologize and to guarantee their safety.

This is contrary to the allegations of extortion.

Both of the above paragraphs are in the case.

They are not hearsays or testimony fabricated by the parties, but material that can be retrieved, broadcast and examined.

The witness was ready before the case was opened

One case usually goes this way: something happens, someone reports it, the authorities file a case and then go to evidence.

The case is the other way around.

The most critical identification testimony was given on 20 July

1. The case was opened on 19 October 2023.

Witnesses are in place first, the case is on the ground.

The order is because the case cannot be set up without first taking care of Xiaowei. The first three reports were lost in the same place: no one could link Zhao Shuxheng, Liu Xiang and those alleged extortions. Xiaowei is the only one who can do this.

The witness is Xiaowei. He's been with Liu for over four years, and he knows everything between them. He's the most suitable person.

He was beaten like that in Xinjiang in March 2022, and he did not turn back.

A year later, the situation changed.

In January 2023, Liu Xiu found a decrease in cash in the home and called the police. The public security authorities have located the driver, Xiaowei, and detained him. The wife of Xiaoweitte, and the person who had been sent to the cell to take bail pending trial, sent a message to her, asking her to issue a letter of understanding or take revenge. Liu Xie didn't come out.

Two people are completely disoriented.

Sun Shiqing went to his home in Luoyang, Wu Xiaowei River, where he paid his wife in cash, bought a car and received a power of attorney signed by his wife;

By this commission, the lawyer of Xiaowei was replaced by the former legal aid lawyer, Chu Chiu Chiu, from a law firm in Beijing;

Chou Chi is a Beijing Shunyi and is of the same age as Zhang, Deputy Director of Tianjin Police Station, who is known to be a classmate of the two.

The duty of a defender is to defend his or her client against any crime. According to the letter of complaint, the actual role played by Chu is that of a messenger between the powerful side of the Hu and Xiaowei.

The terms are said to be this way.

He will no longer be held responsible for violating citizens ' personal information as long as he is identified as a suspect of Hu Guo Guoqiang, Zhang Zhang, and if he is sent a photo of privacy and calls threatening telephone calls.

Next is a set of dates.

July 2023, after the trial in the first instance of the case of the theft of Xiaowei, he suddenly refused to replace his former legal aid lawyer with Chu Chi;

On 20 July 2023, in an interview transcript, Liu Hue and Zhao Xianxiang were identified as having followed and extorted money;

On 29 August 2023, Chou-chio issued a Note of Information stating that he had handed over a U-drill to the Tianjin police station, which contained a surveillance section, in response to a request from Xiaowei to report the crime of Zhao Shun;

19 October 2023, Shun Yi Branch opened a case for extortion.

The U-card was handed over to Tianjin police station. Three months ago, on 15 May, the unsolved case file of Urumqi was transferred to Tianjin police station. The deputy director, Zhang Hoi, who was summoned to Liu Lin, was still at Tianjin police station at the airport.

The testimony itself was a hard wound.

In a statement dated 9 November 2023, Liu Xiaowei said that in the second half of 2022, Liu had told me to find someone to install a bug, to film a farm using a drone, to call threatening telephone calls, to text and to take photographs of Hu Guoqiang himself and his family.

The police report of Hu Guoqiang himself and the evidence presented by the prosecutor in court show that the photograph was taken by post in December 2022 and that her mother received a threatening telephone call on 29 July 2023.

One person, in late 2022, “hearing” Liu Xie said two events that occurred in December of the year and July of the following year.

The time line of this testimony is so confusing that it proves all — and it is fabricated in itself.

19 October 2023

The materials are all set.

On 19 October 2023, a criminal case was opened against Zhao Ruesheng, Liu Yi and others for extortion at the Suyu Substation of the Beijing City Public Security Bureau.

The letter of complaint stated that, after three unsuccessful attempts, Hu had made money to establish relations in Beijing and that the case had been opened under the coordination of then-President of the Shunyi Sub-Director, Bichi. This allegation, which is currently the sole statement of the source, has not been confirmed by any organ and is reproduced here without judgement.

The result can be confirmed: on 27 November 2023, Zhao Si Shing was arrested.

Fourth, got it.

The threatening phone call to Hu Guoqiang ' s mother, the 12 photographs sent from Zhang ' s house, was taken by whom and there were other leads to the third person in the case. That's another article to talk about.

Time

In this case, the witness's evidence has changed one by one.

The same Xiaowei, who in 2022 was a man who had been beaten and forced to confess; In 2023, it was Zhao Shuxisheng and Liu Yiu who blackmailed. The former included his own video of the report, the letter of complaint, the mediation agreement and the recording of testimony.

He said he had made him hold the villa. After the investigation, Hu Guoqiang was detained for having bribed him. According to the sources, he had confessed to Xinjiang and the successors were false.

The witness will change. There are three things that won't.

1- Xiaowei spoke of what had happened in December 2022 and July 2023 in the second half of 2022;

Two men in their current position

On 2 January 2024, the CSRC website published information that Hu Guoqiang was under disciplinary review and inspection by the CSRC of Xinjiang Uighur Autonomous Region on suspicion of serious disciplinary violations.

On 14 September 2024, Hu Guoqiang was dismissed from the party and from the civil service and was referred to the prosecution service for prosecution on suspicion of a crime.

On 21 November 2024, his case of passive bribery was heard at first instance in the Intermediate People ' s Court of Urumqi, where the prosecution service charged him with particularly large amounts of bribes. The verdict has not been made public.

On 29 June 2026, the People ' s Court of the Suyi District of Beijing found Zhao Xianhu to have committed the crime of extortion and violation of citizens ' personal information, and sentenced him to six years and ten months ' imprisonment. He has been in detention for almost three years since 27 November 2023.

Liu Hong is outside the country and is not present.
