The Chinese governance system under Xi Jinping has continuously strengthened the Party’s control over public security, political law and cyber space. In this power structure, grass-roots public security has a strong disposal capacity when facing so-called “sensitive persons”, while the space for independent judicial review, media supervision and social organization supervision is very limited.
