She was a police officer at the department level for 40 years from the police and a member of the Chinese Writers Association, which had written over four million words. She has been credited with many achievements and has been awarded the national honour, and has also published a long and best-selling novel, Red Stream, " Police Love " and a public security documentary. Today, the policewoman in the office stands in the ranks of the rights defender and is running around for her husband's case.

The way to defend women from 40 years of police force: questioning the alleged fraud in the case of a husband's bribe

Jiang Sunanking, 30 November

  1. A couple of court officers were taken away on the same day by the relevant authorities. Zhang Yong Gui, aged 60, was the head of the Property Department of the National Council of Jiangsu Province, the director of the provincial Foreign Economic and Trade Corporation and the deputy director of the China Gang Group, the “hot spot” of the eight-year-old. Wife Shew Liqing, age 59, Second Class Inspector, Public Security Department, Jiangsu Province. From 40 years of age, 21 years of age, the deputy director of the police station, received three national honours and published more than 4 million works of literature.

The two were held in custody on the same day. Six months later, Shelleying was released from detention. Zhang Yong Gui, accused of bribery of over $8.13 million, was sentenced to nine years and six months in first instance.

However, when the case file was turned over to the defence counsel and family members, it was a confusing detail: millions of dollars of cash were missing from the bank, the time of the bribe was broken into a broken bed and the party school was closed, the envelope was "beeping" from the pen to the nylon bag, and a visiting chicken was forced to "cubble" for 50,000 dollars.

After a number of entrepreneurs subsequently indicated that the previous statements were not in line with the actual situation, the court ruled that they would not sit on the ground that they were “clear”.

The old guard who had retired had no choice and eventually produced the most ironic weapon in her career — three 110 police calls.

From the protection of the rule of law to recourse to it — a path that she has been walking hard and determined.

"At least 1 million start-ups in the provinces"

Shelley had never expected that she would end up on the path of rights protection after her life in the system of law and order. She had been a strong supporter of the fight against corruption, but her personal experience had left her deeply concerned that unfettered power could not only create false claims, but also destabilize the party ' s roots of governance.

At the end of November 2023, Shelleying, who was preparing for the book launch, was suddenly taken away. During her stay, she had undergone a surprising trial. According to the family, the case officer repeatedly asked her to recall the husband's collection of money, while stressing that “attitude is of the utmost importance”. About mid-December, a senior youth said to her: “At least a million steps at the provincial level. "Sherley is inexplicably unsure.

A few days later, the young man came in and said that she had been informed of her daughter ' s return and had even shown her a micro-link of her daughter ' s emotional breakdown. You know, the daughter had had a hard time giving birth to a haemorrhaging child for five months and was breastfeeding. Shelly was upset and wrote to the head of the team. But the team leader said in cold language, "You're in the house of the police and the four members of the family. The meaning of the phrase is not obvious: if a satisfactory answer is not given, the daughter may be involved.

"I'm gonna pour out six beans with five beans. Shelleying later recalled: They've been taught by the party since they were kids. They've been very cooperative. Why are they bringing in their daughters?

02

How does the fracturer "pay in the air"?

In May 2024, Shelleying released her detention. But Zhang Yong Gui's plight is only just beginning. After the case was referred to justice, Zhang Yong Gui denied the charges, stating that the previous confession of guilt had been made under circumstances where the officers had been forced to make a statement of extreme suffering in the face of threats to the safety of their wives and children.

The facts of the 11 bribes found in the first instance judgement clearly contradicted the actual whereabouts of Zhang Yong Gui:

  • First: “Offices collect money” during a broken bed. The allegation is that Zhang Yong Gui was bribed in January 2011 at the provincial CONAC office. However, medical records indicate that he was hospitalized with a broken right ankle on 28 December 2010, and that he did not return to his home for spring holidays and did not work for months. How can a man with a fracture who has been in hospital for months “swipe” to collect money from his office?
  • Second: “Bribery in the open” during training at the party school. The allegations were that Zhang Yong Gui was receiving bribes from other people in his office in May and July 2009, respectively. He was, however, in closed training at the provincial school of the party. How can this “separate trade” be achieved when people are in party schools, money is in office?
  • Third: The Envelope's "Magic Transformation". The former chairman of a group, Hong Kei, had taken a US$ 2,000 or US$ 3,000 in a plapping envelope when her daughter was studying abroad. After the company was checked, the Shrieqing ' s notes were tampered with and the large hand-held envelope was turned into a nylon bag, the amount of which was required to be recognized as specified in the amount of $50,000 and 80,000 yuan.
  • Fourth: 50,000 for the chicken. Yuan had claimed to have only brought a rooster to Zhang Yong Gui, but had been asked to admit that he had sent $50,000 in cash.

These circumstances were summarized by the defence counsel as follows: “The fracture number can be collected over time, provided the script is well written. The blogger adds:

03

"I didn't take it, I could see it."

According to family members, the case handlers first asked Hori-hong to list the family cash expenditure items. She's all fogged up.

  • Who's using cash now? But they “sweet” and even growled and said they found her in a bank with multiple bank accounts. In order to avoid the involvement of her daughter, Shelley had co-authored “cash living expenses” for the purchase of fruits and vegetables and paintings.

They're still not satisfied. According to the family, the officer in charge of the case said, "I have a lot of ways to fuck you, and you think you can get out in three months? She was subsequently prolonged for detention.

By March 2024, two loanees had threatened Shelleying to force her to admit that Zhang Yong Gui had received a million in cash. She said she didn't take it, and the other side said, "You can say you saw it. In order to get out of this situation as soon as possible, she promised to “see” the millions of bribes as the script says. The following day, the case officer made a record of his own. The phrase “continue” has been replaced by a sum of $1 million, which has been converted into two, for a total of $2 million.

Shelly's in a state of grief and is on the verge of a breakdown. This important record was signed by two persons on a posteriori basis by a loanee, who was suspected of forging the documents of the proceedings.

It was only then that she realized what the officers had initially meant by “a minimum of 1 million steps at the provincial level”. The facts and the amount of the crime can be pre-set? I'm not going anywhere.

04

The Businessman's "Phone"

In addition to the forced confessions of Mr. and Mrs. Zhang Yong Gui, according to family members, the case officers have also conducted “directed training” for a number of entrepreneurs.

When the chairman of a group that was targeted for 200,000 bribes, Yang, was sent five or six times, he said, "Do as you like. "I was kept in detention for months, and the purpose of the commission was not to arrest me, and the rest of me was not good enough to say..." Yuan, frankly, has never taken millions of dollars, and he doesn't know what the point is, “Just knowing that the cooperation is good enough for the boss to come home early. The blogger adds:

The Shandong entrepreneur Shen was “talked” every day until 10 p.m. The case officer showed him the pre-processed materials and asked him to admit to bribing 300,000 cash. He said, "Man is crazy inside, you let him write what he wants. Can you prove it? The blogger adds:

The entrepreneur Zhao Chiu told his family that “I was based on his confession and that it was tens of thousands less than the amount in the statement. “The fact that it is a fiction and often inconsistent has necessitated five changes in the time and amount of the statement.

05

The price of the house is determined: $26509 or $9,500?

The third of the 11 allegations — the purchase of property by Zhang Yong Gui at a significantly lower market price — was most controversial. The first instance judgement found that Zhang Yong Gui had purchased the house at a single price of US$ 14088/m2 and that the difference of US$ 1.82 million constituted a bribe, using the price as a reference.

However, the data submitted by defence counsel shows that 34 houses in the same district were under $16,000/m2, 13 of which were below the price of Yong Gui, the lowest being $9,500/m2. Defence counsel stated that “in the small areas of only four buildings, 34 houses are at a price of under $16,000/m2, indicating that Zhang Yong Cui purchased it at a cost of $14.08 million/m2, and that it is highly likely that it is not significantly below market prices. Neither the developer's opening price nor the subjective judgement of the price holder is the actual transaction price. Since the houses have been sold for the most part, the actual transaction price is most convincing.

06

“The facts are clear and no trial is held”

In the face of the accumulation of innocent evidence by lawyers, the collective retraction of the recordings of the entrepreneur's confession, and a serious contradiction of time lines, the Full Court of Jiangsu High Court ruled that it would not sit in court on the ground that “the facts were clear”. The second instance decision stated that Zhang Yong Gui had confessed guilt and penalties upon arrival, that the first instance judgement had found that the facts were clear and that the evidence was sufficient, that the appeal had been dismissed and that the original sentence had been upheld.

However, the defence counsel points out several key issues: first, that unlawful evidence is not excluded. The lawyer applied for the 24-hour surveillance of the video and the simultaneous audio recording of the trial by the Monitoring and Monitoring Board, informing the case officer of the statement of appearance, which was not accepted. Secondly, the witness did not appear in court. Counsel's application to notify several key witnesses of their testimony was similarly rejected. Third, the price determination was not re-commissioned. Counsel submitted a large number of data on the actual prices of the trade with the sub-districts

  • which were not accepted. Fourthly, Zhang Yong Gui ' s mobile phone card has been seized and has not been returned. Shelly asserted that all evidence and applications in favour of the parties were ignored and that the offence of passive bribery was still recognized in its entirety.

"As in one night, hen turns to duck? The illegal evidence is legal? I'm not going anywhere. The blogger adds:

07

A broken house of a court officer.

After Zhang Yong Gui left, the family suffered successively. The mother died in November 2024 in sickness and anguish, and the mother and son were unable to see the last of them, when she died screaming “Full Gui”. Her daughter had previously experienced a difficult birth and haemorrhage, and the child had been born for only a few months, and was therefore frightened and severely depressed. Zhang Ruin, father of nearly nine years old, while caring for his sick companion, ran around with a quick-impact heart-saver to defend his son.

“I have written a suicide note. Shelleying always pleads not guilty to her husband. In her eyes, the husband was committed to principles, caution and even rigidity. A colleague said to her, "Your husband, in a state-owned business like this, wants to be clean and to be alone, he's going to die! The blogger adds:

The way to defend women from 40 years of police force: questioning the alleged fraud in the case of a husband's bribe

In the face of what happened, Shretung and his family were deeply shocked and angry. She stated that the case officer had made a loan a hostage, then threatened with family safety, continuous and repeated interviews or investigation of the business, demanding a statement at a specified amount, and that a new Emperor's dress was being produced in a proper fashion.

08

How can the monitoring mechanism of power be improved?

Shelley Qiang has stated that, since the reporting, Zhang Yong Gui has not only been sentenced severely, but has also been subjected to reprisals on several occasions. Her nephew was repositioned and was facing difficulties in the relevant departments in his own defence of his rights. In order to prevent such a situation, she has reported the facts to the public security authorities at the district, municipal and provincial levels on three occasions. She recommends that the case of the relevant department in Jiangsu province be double-checked and that the perpetrators of the violations be held accountable for their investigations in a parallel and serious manner.

“It is regrettable that so far, thousands of reports of actual names have been reported to the sea. Not only were the persons concerned not investigated, but on 18 June Liu was even appointed as a member of the Kazakh Autonomous Region of Xinjiang Il-Pharaoh, with a number of officers promoted to a higher level. The blogger adds:

In September 2026, Jiangsu's six families, including the family of Zhang Yong Gui, were jointly sent a letter entitled “Who Oversees the Jiangsu Commissariat”.

The way to defend women from 40 years of police force: questioning the alleged fraud in the case of a husband's bribe

The letter listed a number of problems of some of the personnel working in the Jiangsu CSSP system: the wrongful establishment of an urgent case, the extortion of confessions, the use of false statements, the forcible seizure of property, the continued retaliation against families fighting in accordance with the law, the concealment of evidence of damage, the production of a high-security “bribery” drama, the second perjury of witnesses fleeing from the pursuit of threats, the false testimony of witnesses before being held in custody, and the intervention of “supervisory” judges in the “three-nil” verdict.

The letter also quoted the leadership's statement on the resolution of the “black under the light”.

09

From officer to visitor: a path to help

Shelleying released her detention and did not choose silence. She took her new book to the Jiangsu Book Fair and spoke to her readers. Outside the book fair, she was running for her husband's case. In her view, the subsequent admission of bribery and the signing of confession materials by Zhang Yong Gui was also related to the pressure she had been under. The author had put a picture of her and a picture of her daughter in front of Zhang Yong Gui, and pressured him on the safety of her family.

“When conducting the simultaneous audio recording, Zhang Yong Gui will have to read the `words' they prepared in advance, or else turn off the machine. The perpetrators entered the detention centre on several occasions under various pretexts, demanding that Zhang Yong Gui plead guilty and not reveal the truth or be sentenced to heavy sentences. Moreover, he is reminded of his wife ' s words and actions every time, or else he will be in trouble through the unit ' s disciplinary department.

Shelly wonders what it is that, following the logic of the people who are involved in the case, they are following their false statements and perjury, which means “coordination with the organization”, and can come out; Truth is the truth, and it is “attitude” that goes in.

Today, Shelleying is running around on a daily basis for her husband's case. She said: "The wrong has not been done, and it will not cease."

10

Questioning and reflection

Zhang Yong Gui is not an isolated case. In a joint letter, " Who will monitor the Jiangsu Côte d ' Ivoire ", several members of the family of officials have also shared similar concerns. Fighting corruption is a clean-up, but it is a way to make false claims to offset the consequences of the war, which is tantamount to a thirst for thirst. Justice is the last line of defence for social justice. The artificial creation of destabilizing factors by the perpetrators of false claims has caused serious disruption and harm to the fight against corruption and has damaged the image and prestige of the party.

Power can only be regulated in the sun. Whether or not to open the case to public hearings and to cut off the wrong hands is a test of whether to confront the wrongs and wrongs. Where is the truth? This is not only a question for the Yong Gui family, but also for everyone who is concerned about the rule of law process in China.

The policewoman who had been the guardian of the rule of law is still running for the rule of law to protect her. The power of a police officer of the level of Shelleying is highly influential, and it is hoped that the local political and legal organs will take this matter seriously, take it seriously, take it fully into account, and take good care of the case in a pragmatic and otherwise transformative manner, actively resolving this contradiction and preserving the credibility of the judiciary.
