交通银行宁夏回族自治区分行原党委书记、行长付胜华近日遭其外甥女王雨欣公开实名举报。王雨欣公开本人身份证件及实名信息，通过网络发布实名举报材料，指称付胜华涉嫌利用长期在金融系统任职形成的职务便利，侵吞、控制数百亿元资产，并涉及交银信托资产安排、利益输送等事项。举报材料同时点名交银信托及国信证券相关人员，引发外界关注。

公开资料显示，付胜华出生于1971年12月，江西南丰人，毕业于北京农业工程大学，后获上海财经大学企业财务管理硕士学位、西安交通大学应用经济学博士学位。1999年进入交通银行工作后，先后任交通银行审计（稽核）部助理信贷业务稽核员、稽核制度员、副主管、主管，以及预算财务部数据管理副高级经理、预算管理副高级经理、高级经理等职。2013年12月升任交通银行预算财务部总经理助理，2014年10月任预算财务部副总经理。2016年7月挂职湖南省长沙市委常委、市政府党组成员、副市长，挂职结束后重返交通银行系统，后担任交通银行宁夏回族自治区分行党委书记、行长。
王雨欣表示，希望有关部门依法受理举报，对举报材料中涉及的资产来源、资金流向、金融业务往来及相关人员情况进行全面调查，并依法追究相关责任。随着举报材料持续公开，事件后续进展仍有待进一步披露。

According to the public whistleblowing materials, Wang Yuxin stated that Fu Shenghua is her uncle. She made the public report under her real name and simultaneously disclosed her personal identification document to prove the authenticity of the reporting party. The whistleblowing materials put forward several specific allegations surrounding the source of assets, the flow of funds, financial business dealings, and the relationships of relevant personnel, and called on relevant authorities to launch an investigation in accordance with the law.
The whistleblowing materials claim that Fu Shenghua is suspected of utilizing the resources and influence formed during his long-term tenure in the financial system to embezzle and control tens of billions of yuan in assets, and of making relevant asset arrangements through BOCOM Trust. The whistleblower also alleged that some of the benefit-transfer behaviors involved relevant personnel from financial institutions.
In addition to Fu Shenghua, the whistleblowing materials also named his son, Fu Xiangyu. The whistleblower alleged that Fu Xiangyu holds a position at BOCOM Trust and is suspected of participating in the relevant asset arrangements; Hu Peng, a relevant person in the fixed income business department of Guosen Securities, is suspected of participating in the transfer of benefits. The aforementioned contents are all specific allegations raised in Wang Yuxin's real-name whistleblowing materials.
Public records show that Fu Shenghua was born in December 1971, is a native of Nanfeng, Jiangxi, and graduated from Beijing Agricultural Engineering University. He later obtained a Master's degree in Corporate Financial Management from Shanghai University of Finance and Economics, and a Doctorate in Applied Economics from Xi'an Jiaotong University. After entering the Bank of Communications in 1999, he successively served as Assistant Credit Business Auditor, Audit System Officer, Deputy Supervisor, and Supervisor in the Audit (Inspection) Department, as well as Deputy Senior Manager of Data Management, Deputy Senior Manager of Budget Management, and Senior Manager in the Budget and Finance Department. In December 2013, he was promoted to Assistant General Manager of the Budget and Finance Department, and in October 2014, he became Deputy General Manager of the Budget and Finance Department. In July 2016, he took a temporary post as a member of the Standing Committee of the Changsha Municipal Party Committee of Hunan Province, member of the Party Leadership Group of the Municipal Government, and Vice Mayor. After his temporary posting ended, he returned to the Bank of Communications system and later served as the Party Committee Secretary and President of the Ningxia Hui Autonomous Region Branch of the Bank of Communications.
Wang Yuxin stated that she hopes the relevant authorities will accept the report in accordance with the law, conduct a comprehensive investigation into the source of assets, flow of funds, financial business dealings, and the situation of relevant personnel involved in the whistleblowing materials, and hold those responsible accountable in accordance with the law. As the whistleblowing materials continue to be made public, the subsequent developments of the incident remain to be further disclosed.
