截至2026年7月24日，叶飞霞已从公众视野中“被消失”整整6个月。面对地方当局的严密封锁与公权力勾结，来自全国十余个省份的56名维权公民发出声讨，联合签署《履职申请》，直指南京市公安局六合分局竹镇派出所的执法犯罪行为，要求提级侦查并立即解救受害者。
一、“无病”却被送精神病院：维稳体制对无依孤女的残忍猎杀
叶飞霞（住南京市六合区），无父母、无子女、无配偶。在这片土地上，她没有任何权力后台，是社会最底层的弱者。正是这样一位平静生活的普通女性，因合法维权而招致江苏地方当局的残酷打击与殴打，甚至被强行关押至精神病院遭受非人折磨。
讽刺而令人发指的事实是，叶飞霞手握正规权威医院开具的“无精神疾病”鉴定报告。 然而，在“维稳高于法律”的暴政逻辑下，正规医生的科学诊断不如地方官员的一句话。把健全公民当成“精神病人”关押，已成为地方政府成本最低、最能掩人耳目、摧残人意志的政治迫害手段。
2026年1月24日，叶飞霞在朋友圈发出绝望预警后前往江苏省信访局，随即遭黑手控制，彻底失联。这种针对访民的强迫失踪，无异于公权力实施的“合法绑架”。
二、“枫桥式派出所”的伪善与丑恶：既当被告，又当侦查者
本案最令人窒息的执法黑幕，在于涉案单位南京市六合分局竹镇派出所与迫害行为之间的深层利益纠葛：

The tragic plight of Nanjing orphan Ye Feixia has once again torn open the darkest corner of the Chinese Communist Party's (CCP) "stability maintenance" machine—forcibly detaining sane citizens in psychiatric hospitals to subject them to torture, and using the state apparatus to carry out illegal forced disappearances.
As of July 24, 2026, Ye Feixia has been "disappeared" from public view for a full six months. Facing a tight blockade by local authorities and collusion with public power, 56 rights-defending citizens from more than ten provinces across the country have voiced their condemnation, jointly signing an "Application for Performance of Duties" that directly points to the law enforcement crimes of the Zhuzhen Police Station of the Luhe Branch of the Nanjing Municipal Public Security Bureau, demanding a higher-level investigation and the immediate rescue of the victim.
I. "Sane" but Sent to a Psychiatric Hospital: The Stability Maintenance System's Cruel Hunt of a Helpless Orphan
Ye Feixia (residing in Luhe District, Nanjing) has no parents, no children, and no spouse. In this land, she has no political backing and is among the weakest at the very bottom of society. It is precisely such an ordinary woman living a quiet life who, due to her lawful rights-defense efforts, attracted brutal crackdowns and beatings by Jiangsu local authorities, and was even forcibly detained in a psychiatric hospital to suffer subhuman torture.
The ironic and outrageous fact is that Ye Feixia holds an official "no mental illness" evaluation report issued by a regular, authoritative hospital. However, under the tyrannical logic of "stability maintenance above the law," the scientific diagnosis of a regular doctor is worth less than a single word from a local official. Detaining healthy citizens as "psychiatric patients" has become the local government's lowest-cost, most deceptive, and most will-destroying method of political persecution.
On January 24, 2026, after posting a desperate warning on her WeChat Moments, Ye Feixia went to the Jiangsu Provincial Letters and Visits Bureau, where she was immediately controlled by unseen hands and completely lost contact. This kind of forced disappearance targeting petitioners is nothing short of a "legal kidnapping" carried out by public power.
II. The Hypocrisy and Ugliness of the "Fengqiao-style Police Station": Acting as Both Defendant and Investigator
The most suffocating inside story of law enforcement in this case lies in the deep conflict of interest between the involved unit, the Zhuzhen Police Station of the Nanjing Luhe Branch, and the acts of persecution:
1. Acting as both defendant and judge, procedural justice is completely non-existent: Before her disappearance, Ye Feixia had reported the illegal and undisciplined acts of the Zhuzhen Police Station to the Ministry of Public Security under her real name. Shortly thereafter, she was brutally controlled and disappeared. Allowing a reported, involved unit to "investigate" its own victim is not only an absurdity in legal procedure, but also a wanton trampling of judicial justice.
2. Officials openly falsifying records: On March 5, 2026, when facing a citizen's complaint via the 12345 hotline, the Zhuzhen Police Station (officer badge number
- openly fabricated a false record claiming they "had contacted [her] by phone." Public power falsification is practiced with ease, displaying utter arrogance.
3. Rogue police colluding with the hospital to block hopes of survival: On April 27, 2026, when family members went to Yining Hospital to visit her, the gatekeeper blurted out: "The Zhuzhen Police Station just came; anyone looking for Ye Feixia is to be arrested!" Medical institutions have degenerated into accomplices of black jails, and police have degenerated into watchdogs guarding evil, completely depriving the victim of human rights and isolating her from the world.
Even more ironically, the Zhuzhen Police Station was high-profile named by CCP officials in February 2026 as one of the national fourth batch of "Fengqiao-style Public Security Police Stations." The so-called benchmark praised by officials for "keeping conflicts within the village and ensuring safety without incidents" turns out, in reality, to be a model of tyranny that "solves the person who raises the problem" and uses falsification and violence to erase victims.
III. Systemic Buck-Passing: Higher-Level Organs Collectively Fail, Becoming Tacit Approvers of Persecution
Over the past half year, more than 50 righteous citizens have run around and cried out through countless channels such as 110, 12345, the Provincial Public Security Department, and the Provincial Letters and Visits Bureau, only to be met with cold, ruthless silence and buck-passing.
On July 21, 2026, rights-defending citizens once again filed appeals with three major provincial-level core departments: the Jiangsu Provincial Commission for Discipline Inspection, the Provincial Public Security Department, and the Provincial Letters and Visits Bureau. However, these three power institutions, which are supposed to supervise their subordinates, surprisingly agreed to throw the burden back to the Nanjing Municipal Public Security Bureau. The mutual buck-passing and condoning by higher-level departments prove that the persecution of rights defenders is by no means an "overstepping of boundaries" by individual grassroots police officers, but rather a cold-blooded disregard for basic human rights and a collective crime by the entire system from top to bottom.
IV. 56 Citizens Roar Across Provinces: Never Let the Next Victim Be Yourself
Under tyranny, no one can guarantee they will not be the next Ye Feixia. Facing the long darkness, civil conscience and resistance have never been extinguished.
Nanjing rights defender Yu Ping stood up and initiated a cross-provincial joint action. As of July 24, 2026, 56 citizens from more than 10 provinces and cities across the country, including Jiangsu, Guangdong, Anhui, Shaanxi, Henan, Shanxi, Chongqing, Xinjiang, Shandong, and Hebei, have signed the application, publicly raising firm demands with the Jiangsu Provincial Public Security Department and the Nanjing Municipal Public Security Bureau:
- Recusal and higher-level jurisdiction must be applied: Deprive the Zhuzhen Police Station of all jurisdiction, and have the criminal investigation department of the Nanjing Municipal Bureau or public security from another locality file a case for investigation!

Op 21 juli 2026 dienden verontruste burgers opnieuw bezwaren in bij drie belangrijke provinciale kernorganen: de Commissie voor Discipline-inspectie van de provincie Jiangsu, het provinciale departement van openbare veiligheid en het provinciale bureau voor brieven en bezoeken.
