From accompanying family members to five days of detention: why the Ningbo "Loti" incident began to affect neighbors

A new change is occurring in the Ningbo “Loti” incident: the subject of the police disposal is no longer limited to the direct parties to the initial incident.

On September 20, China's group event recording site "Yesterday" released a video saying that a nursing woman named "Milky Yellow Bag" was detained for five days by Ningbo police administration for taking care of her grandmother. After being released, she went to the hospital for headache, whole-body pain and emotional collapse. Her husband and grandmother accused at the same time that she had been stripped of her hands for five consecutive days during her detention.

Why a woman who "helps to care for the elderly" goes into administrative detention

"Little Yellow Bag" was not the core party in the original incident. The public material described her as helping to take care of Loki's grandmother after the incident. She was then taken away by the police and placed under administrative detention for five days.

Police should be able to match clear facts and legal grounds for punishment if they are targeted at specific violations; if a person’s role is primarily to accompany, help or solidarize family members, why is this punishment the most crucial question for five days.

"Yesterday" also recorded that on September 19, another mother from Hebei was also taken away by Ningbo police. Public material did not show whether she was officially punished, but the two cases put together, and it has been possible to see the scope of police attention expanded from the direct party to the surrounding supporters.

If the “five days in a row” is true, the problem is no longer just detention itself.

The allegations of the family's treatment during the detention were more severe than the five-day administrative detention itself.They said that the woman was still breastfeeding for five consecutive days and her daily activities were restricted.

The use of restrictive tools should correspond to the actual security risks, resistance behavior and regulatory needs, rather than the normal conditions of general detention management. If long-term anti-prisoning does happen, the detention center must explain why the measure was taken, how long it lasted, and whether medical assessment was carried out.
