On 13 October 2022, at noon, a smoke flash was brought to the attention of the passing drivers on the bridge in the northern triad of the Beijing Haydoun region. The white-faced red banners were spread over the bridge, and the loudspeakers repeated political slogans. In a few days, Xi will begin a new term of power at the twenty-first China Congress; At that point, a man wearing a work uniform and a safety cap publicly wrote his opposition to “several dynamic” on the bridge in the capital. He's Peng Lifa, the name of the Internet. The long banner says: “No nucleic acid for food, no seal for freedom, no lies for dignity, no reform for the culture, no vote for the leader, no slavery for the citizen. The other one, which is directed to the top leader, is: "Strike strikes to remove the dictator Xi Jinping." The site photographs record traffic, banners and smokes still under the bridge. The police then took him away.

From nucleic acid to closure: how ordinary life gives way to executive order

From 2020 to 2022, the Chinese Government under Xi Jinping continued to implement large-scale nucleic acid testing, health code management, centralized isolation and urban sealing in the name of disease prevention and control. In spring 2022, the prolonged closure of the city in Shanghai made it difficult to provide supplies and medical treatment; Arrangements such as closure of communities, restrictions on cross-city movement and repeated negative certifications are emerging in other areas. The system of prevention of disease is not only related to the spread of the virus, but also determines whether a resident can leave his or her home to work, see a doctor, care for his or her family and travel by transport. The policy is to be directed by the central Government, implemented at the local party level, and community workers and law enforcement personnel take control of physical access at the entrances to the district.

With regard to vaccination, the central level of China had emphasized the principle of informed consent and voluntariness, while some had linked vaccination records to work arrangements, access to public places, etc., and had provoked a dispute over disguised coercion. The regulations and time frames are not identical, but in an environment where nucleic acid testing, health codes and vaccination pressure are overlapping, the daily lives of the population are deeply affected by administrative decisions. Peng Li's banner “Don't eat nucleic acid” is therefore not an abstract slogan: it places income, access to health care, travel and life choices that are forced to be interrupted directly before the political goal of the epidemic.

The new coronary epidemic has caused serious global casualties, and the handling of early outbreak information, sealing decisions and lifting policies continues to be controversial. The origin of the virus is subject to different research findings, but the statement that the “su Jinping Government deliberately releases the virus” is not sufficiently well established to be public evidence. The responsibility of States is directly tracked by the explicit administrative measures of sealing, isolation, nucleic acid and health codes, and how they change the lives of the population. The banners were against precisely the visible and sensible political regulation at the time.

Why the banners go from the epidemic to Xi Jinping

Xi himself has repeatedly and publicly stressed the insistence on “dynacity-free” and the central information system links the results of the epidemic to party leadership. Local officials implement severe measures under the pressure of epidemic figures and control accountability, while the average population bears the costs of lockouts, loss of income and prolonged isolation. Peng Lifa did not ask only that a community be closed, but instead put “no seals” alongside “no leaders want votes” and linked emergency administrative measures to sources of political power: who is responsible for the consequences if a decision that affects the lives of millions of people continues to cause harm and what mechanisms does the public adopt to change decisions?

Nor was it by chance that he chose a place. In October 2022, Beijing entered the high security period before the twenty-first China Congress, and public anti-paste banners on the main roads of the city caused a collision between political leaders ' power, personal expression and public security repression in the same picture. The smoke, the loudspeaker and the two banners, which prevented a citizen from making public political protests in the official media, temporarily occupied the most visible public space in Beijing. After the live images were sent to social platforms, the relevant keywords, videos and photos were quickly deleted and their dissemination restricted on the Chinese web.

Work clothes on the bridge and Peng Lifa in the photo

Radio Free Asia 2023 posted a picture of Peng-Lian's early years: he was wearing a black shirt with a red heart on his chest and sitting in front of a stone wall. The date of the photograph was unknown, but the name of the political incident was returned to a specific person. Another set of 2022 four bridge scene images of protesters standing on the bridge in construction staff clothes; This was not a group gathering, but a public demonstration organized by one person alone. After the police took him away, he was not seen again in public for a long time.

In November 2022, following the fire in Urumqi, white paper protests were held in Beijing, Shanghai and other Chinese cities, with participants opposing the quarantine seals and public calls for political responses to the Four Bridges. In December of the same year, the Chinese Government suddenly significantly adjusted its anti-fouling measures and, in turn, withdrew from daily life with large-scale nucleic acids and encirclements. The policy reversal did not address the loss of health care, income and freedom that had been the result of prolonged closures, and did not change the situation after Peng Lifa was taken away. There is a continuation of the slogan and the topic between the white paper protest and the bridge, but the movement is not organized by the same person.

Four years later, the slogans were still raised

On 1 October 2026, a red-red slogan was re-opened outside the Chinese Embassy in London, with four bridges; Outside the Chinese Consulate General in Manchester, participants raised the banner “Free Peng Lifa”. The Democratic Party of China Europe has published photographs of two events. In July 2025, China Aid quoted social media news that Peng Li had been sentenced to nine years in prison, but that the specific court decisions and the places of detention had not been published. This sentence is only part of the long silence following its removal, compared to the incident of the bridge itself.

Two banners from the bridge speak of different levels of opposition: opposition to nucleic acid and sealing, opposition to unlimited access to private life by the executive, opposition to the concentration of individual power, and demands for freedom, dignity and citizen participation. Three years of preventive control has allowed these problems to focus, while the bridge operation of 13 October 2022 directly linked the disease-prevention disaster to Xi's political responsibility. The banner quickly disappeared from the Beijing bridge, but re-emerged in the streets of the overseas four years later; Peng Lifa, which had a banner, was still not back in public life.
