Beijing demands accountability for "new quality productivity" blind investment: who pays the final bill for local performance engineering

In Chinese recruitment documents, the “low-air economy” of “Assisted Intelligence” drones is often more visible than profit predictions. One declared the construction of a thousand acres of park and the other declared the introduction of hundreds of enterprises; Plants and subsidies can be put in place first, while real market demand may not be on schedule.

On 9 October, Xinhua was authorized to issue a document officially entitled " Observations of the State Council of the CPC on the development of new quality productivity ". As a policy document issued jointly by the Party Centre and the State Council, it requires the formation of new industries in areas such as artificial intelligence, and includes in Part VII, “Strengthening organizational implementation”, a requirement for accountability for blind local investment.

It is clear from this section that local and sectoral “cannot be detached from the false, greedy, bubble-boiling,” and that the policy of abuse in the name of developing new quality productivity is prohibited, and that “absolutely high, blind investment, etc., is seriously held accountable for the “significant loss”. This text directly links local incentives for business and the responsibility of cadres, as compared to mere documents that promote science, technology and innovation. The document is not based on a decision to impose penalties on a project for which a loss has been awarded and cannot be based on the claim that a specific official has been held liable.

The key is how the rules of responsibility of Part VII land

The real change in local government behaviour will require a comparison of this policy with the already established artificial smart computing parks, low-altitude economic demonstration zones, drone estates, etc.: the year of approval of the project, local financial subsidies and land concessions, real rental rates, operating income and debt balances should be placed on the public accountability table. Without budgetary and audit data, a financial evidence for a specific loss item cannot be replaced by a broad phrase such as “industrial bubbles”.

The document itself does not include in this article the name of the particular project, the amount of the actual loss or the officer to be disposed of. Administrative accountability, if it simply requires local compliance with industry profiles without disclosure of investment decisions and audit findings, may continue to create a distortion of incentives to “symbol competition while ex post blame”.

This was not a declaration by Beijing to abandon the high-tech industry, but a state-driven competition for new and emerging industries, which began to hold people accountable for the failure of investment.

The logic of building a park and then looking for a client is being tested

Local governments, in the face of declining land revenues, fiscal pressures and growth targets, can easily see business-seeking projects as a short-term means of increasing investment statistics and employment expectations. Low-altitude aircraft require airfield, route, insurance, maintenance and publicly acceptable noise standards; The AI industry needs calculator, model, data, energy and payable customers. No single link can automatically guarantee commercial ecological formation.

If a region supports long-term idle lift-off and landing facilities with earmarked debt funds or subsidizes large-scale computing centres in the absence of reliable orders, the loss may ultimately be borne by local budgets and public services for the population. The central authority has made a case for a logical recognition that development objectives are at odds with risk management.

"Safely controllable" who protects

For civilian drones, crashes, airspace conflicts and personal privacy are public safety matters that can be specifically tested. For AI, data leakage, automatic decision-making errors and non-transparent product liability also require clear regulatory authority. However, the term “controllable” may extend to both political content and information access: who determines that an innovation is not in line with official ideology and whether the power to decide is subject to judicial oversight should be included in the rules assessment.

Enterprise R & D researchers need predictable licensing standards and transparent sanctions procedures. The Government cannot reward technological breakthroughs while punishing them with selective political criteria that blur the project after it fails. What really reduces waste is investment disclosure, independent auditing and public accountability, rather than collective awards when success is achieved and, when failure is achieved, the pursuit of grass-roots operators.

Long engineering certifications are involved between robots at demonstration sessions and manned aircraft that can operate safely on a daily basis. While China ' s national drive for advanced manufacturing has a great advantage, the lack of external audit for mobilizing investment can also result in a build-up of erroneous decisions.

While encouraging local competition for artificial intelligence and low-altitude economic projects, the new quality productivity policy calls for accountability for blind investment losses and reveals a long-term mismatch between central planning objectives and local financial risk. The number of parks that can be determined in the industrial outlook is not the number of parks, but the market demand, technological capacity and return on inputs. The incentive structure of local cadres who collectively invest in public funds under the political slogan of their superiors, failing which they are left to the local budget and taxpayers, could only become a new round of motorization.
