On 18 September, a Beijing citizens ' gathering, which had been mainly a form of food, meeting and communication, was eventually taken away by the police as organizer Shin Bingzawa and several participants were summoned to a halt. Until October 5, Shin Bingzawa was deprived of liberty for more than half a month. Available public information indicates that police disposal is not directed at violence, property crime or specific victimization, but is organized around the organization of gatherings, participation and live filming.

Followed up from a meal to the participants: disposal lasted three days

According to Human Rights Information Channel, Shin Bingzawa has long been involved in civic circles in Beijing and organizes monthly offline meetings. On 18 September, he was taken away by the police after organizing a meeting in the area of Beijing Watershed and taking photographs of participants that month. Several participants were also taken away for questioning on the same day and two days thereafter.

For a cyclical civil gathering, the organizers, participants and video recordings were both the subject of police attention, which meant that the control objective had been extended from a specific sentence to the establishment of a stable link between citizens itself.

Beijing is truly vigilant, and social connections are formed without authorization

The control of independent social organizations by the CPC is not always achieved through a public trial. More often, the way to do so is to place the gathering, reading, home churches, small commemorative events and citizen solidarity under constant police pressure: organizers are controlled, participants are identified, questioned and warned, ultimately raising the cost of participation for all.

The Shin Bingzawa incident is a form of governance. A civic circle that meets monthly triggers police action for several consecutive days not because of the threat posed by the numbers themselves, but because of the fact that such horizontal links are not dependent on party institutions or are organized by official associations. For the CPC system, which is highly dependent on the monopoly of the organization, the ability to form autonomous associations itself requires a weakened political resource.

This explains why the live photo is a sensitive link. The photographs not only record one event but also leave a relationship of participation. If the police were to follow up on the participants, they could turn a meeting offline into a social relationship map that would be pressured on each person. As a result, there is no need to formally declare a ban on aggregating, and the continuous summons itself is sufficient to create a chilling effect.

Compressed not just by expression, but by meeting people

In recent years, restrictions on public expression in China have increasingly been extended from the Internet to the bottom of the line. Descriptions and seals control the dissemination of information, while police operations against party organizers and participants control social connections. The combination of the two makes it difficult not only for citizens to speak out, but also to form independent networks that can exchange information and support each other over time.

The latest case of this mechanism is that of Shin Bingzawa, who was taken away for more than half a month. It reveals a focus not on a meal, but on how power redefines ordinary social interaction as the subject of police intervention: when citizens organize themselves, meet continuously, and keep records of their own, the so-called “social stability” is actually based on cutting off horizontal links.
