An extended runway, eight Chinese-made JL-8/K-8 light attack/trainer aircraft and more than 20 military-security vehicles.

These are not the conceptual maps in the poster, but the actual deployments of commercial satellites at Bangen Airport in Vientiane Province, Lao. The Chinese Ministry of Defence called this the “Joint Security and Training Centre for the Chinese and the Old Two”, which was officially inaugurated on 29 September. By the end of September, a large number of military aircraft and vehicles had appeared at the airport.

Beijing has publicly stated that it is helping Laos train air force pilots and emphasizes that the facility is “not directed at third parties”. Satellite imagery shows, however, that the airport is expanding runways, taxiways and ancillary buildings, which are already larger than required for one-time training activities.

Security researchers therefore see Bangen as a key step towards China ' s ability to obtain sustained military access on the South-East Asian continent. It is different from the Djibouti base, Cambodian Yunbaum naval facilities: it provides air platforms, runways and logistical nodes.

Laos ' debt dependency, leaving military cooperation more than military issues

Laos has long been highly dependent on Chinese loans, railways and infrastructure investment. Such an economic relationship would not automatically amount to military control, but it would give Beijing the conditions for political entry that other external forces would be difficult to replicate.

Bangan is about 50 kilometres from Vientiane and is connected to the China-Lao Railway and the northern transport corridor. It does not necessarily change the balance of forces in the South China Sea in a direct military and geographical manner, but it has established a fixed feeder for the AAF into the south-central peninsula.

Xi's military expansion abroad is increasingly less using the term “base”

This is the characteristic of the Beijing model.

In Djibouti, it is called the “safeguard base”; In Cambodia, emphasis was placed on “joint use”; In Laos, it is the Joint Safeguards and Training Centre.

The name is restrained, while the infrastructure is increased step by step.

The Xi-era PLA presence abroad does not replicate the large United States network of bases around the world, but rather provides long-term access in the form of ports, training, logistics, maintenance, joint facilities and so on, before gradually increasing the availability of capacity.

The most interesting thing for Bangan is not whether or not to lift up a large bomber today, but what will become here in five years.

When a runway, a training centre and a shipment of JL-8s have emerged, China's military influence in South-East Asia will no longer be merely “security cooperation” on diplomatic documents.
