The case of Ashar Shaolati could be calculated from November 27, 2022.

On that day, a white paper rally was held in Chengdu to commemorate the deaths of the Urumqi fire. Ashar participated in it as a Uighur musician and was taken away by the police for related activities. Since then, he has not been out of the sight of the security authorities.

The second time node is August 9, 2023.

Databases of Conscience Prisoners in mainland China show that Xinjiang Bole City police crossed the province to Sichuan Chengdu, arrested him at Yashar's rented residence, and then brought him back to the city of Bole, Xinjiang Bole, Mongolia Autonomous Province.

The third node will take place on June 20, 2024.

The case is being tried in the Bollywood City Court.Official case data show that Ashar was sentenced to three years in prison for "promotion of extremist crimes" and "illegal possession of propaganda of extremist goods" with a sentence calculated to 10 August 2026.

Amnesty International has also previously acted on the Ashar case, noting that the Chinese authorities have long incorporated books and cultural products involving Uighur history, culture and identity into the so-called “extremist” governance framework, which continues to put pressure on Uighur artists, writers and intellectuals’ normal cultural expression.

The sentence ended on August 10.

This should be one of the clearest dates on the criminal justice time line. The court ruling determined a three-year sentence, then after the sentence ended, the state continued to restrict personal freedom must have a new legal basis.

The case of Ashar thus entered the fourth and most important phase: after his release from prison.

A large number of political and religious cases in Xinjiang in recent years have shown that imprisonment does not necessarily mean restoration of complete freedom. Those who have been incorporated into the “extremist” “national security” or political-sensitive management system may continue to face domestic surveillance, travel restrictions, communications inspections and spatial contractions in public expression.

This is especially important for Ashar, as he is not only a punished person, but also a Uighur musician.

Music, language, and cultural expression should be protected by normal society, but in the Xinjiang governance system, a song, a book, and even a historical narrative may be re-given political significance by security agencies when national culture is secure by the state.

From the 2022 White Paper Movement in Chengdu to the 2023 inter-provincial arrest, and by the end of his sentence in 2024 and his sentence in 2026, Ashar has lost three years of freedom.

Now another time line needs to be recorded.

Is he really out of prison after August 10; can he freely communicate with his family; can he leave the country; can he re-create Uighur music; can he publicly talk about his three-year imprisonment?

The expiration of the sentence is only the end of the court ruling.

A citizen’s regaining a life without the continuous control of the state machine is where freedom really begins.
