From Shanghai public security to the White House, 198 meters: $8.4 million deal unleashes the U.S. landing point of the Communist Party’s unified network

On July 21, about 650 feet northeast of the White House, about 198 meters from the securities building, the deal was completed for $8.4 million. The buyer was Philip Qiu and Family Foundation. On August 13, the U.S. Daily Caller News Foundation continued to track the Chinese history of the head of the foundation, Churchill, and a much more complex political background emerged than “Chinese entrepreneurs invest in real estate in Washington”: the Shanghai public security detection system, the U.S.C.U., the Chinese Foreign Affairs Development Foundation, the CCP branch and the implementation of Xi Jinping’s foreign affairs line, eventually linked to a real estate outside the White House.

DCNF cited public information that he had served in the criminal investigation system of the Shanghai Municipal Public Security Bureau in the early years; the public material of the Shanghai Transportation University in 2011 also described his experience as "being trained by special forces" and recorded his leadership in the red-blue confrontation activities, achieving the so-called best personal sniper scores.

The public information shows that Churchill later served as the chairman of the Chinese Foreign Affairs Development Foundation in Shanghai and entered the Shanghai Foreign Affairs Association system. In the relevant activities in 2021, he publicly emphasized the implementation of Xi's requirements on Foreign Affairs work, put forward the "consolidation of Foreign Affairs Heart and Service" and linked overseas Chinese Foreign Affairs "heart to the Party" with the so-called "Chinese Dream". In the party building activities, he also called the Chinese Communist Party "Our Party" and represented the Party branch of the Foundation to participate in the Foreign Affairs Party membership meeting. These materials have written very clearly the relationship between the so-called "charity" "foreign Affairs" and the political task of the CCP.

In the normal democratic society, foundations, museums, enterprises, religious organizations and government agencies have institutional boundaries; under the rule of the Communist Party, the Party can break through these boundaries. The Communist Union accepts the leadership of the Party, religious affairs fall into the general war system, the Foundation can establish a branch of the Party, so-called civil exchange can bear the political task of "serving the general situation."

The Chinese American Museum, established by Churchill in the United States, makes this path more concrete. The DCNF survey says that the museum has carried out a number of projects with the Chinese side, some of which have been linked to the communist system; since 2023, the museum has also held Buddhist activities in Washington, DC with Shanghai Longwaite Temple. Culture, religion and charity here are not just forms of activity, but more able to build relationships, gain social credibility, enter public institutions, and gradually package a person with a clear political background of the Communist Party into a "civil person" familiar with the American society.

The $8.4 million real estate transaction pushed this unified war path to a new level. In the past, Chinese overseas warfare was more manifested as controlling foreign communities, fighting for business, influencing cultural institutions and establishing political relationships; now, the Churchill-controlled foundation is acquired as a physical asset less than 200 meters from the U.S. presidential palace. Cultural activities can establish relationships, and real estate means long-term control of specific spaces. The White House is highly concentrated around the presidential administration system, national security personnel, diplomats and federal agencies, which makes this transaction naturally different from the security meaning of ordinary real estate investment.

Former CIA operations officer Bryan Dean Wright warned DCNF that the building of this special location could facilitate traditional intelligence activities, including intercepting communications, identifying mobile devices, mastering people’s locations and laws of activity. He even raised drones and other more serious security scenarios, and warned such sites could be a potential source of risk for the “next 9/11.” Another U.S. national security official, Michael Lucci, called on the federal government to take action, believing that related property controls have brought significant security threats.

It is truly worth pointing out that this is not a personal story of an isolated businessman, but a cross-border path with the characteristics of the Chinese Communist Party system: in China, the public security representatives force, the Chinese Union is responsible for connecting and mobilizing overseas Chinese, the party branch guarantees political control, the integrated system incorporates business, philanthropy, cultural and religious resources into the party's political goals; in the United States, the same person in the face of the public, can be presented as the founder of the foundation, the head of the museum and real estate investor.

It suppresses genuinely independent media, religious and social organizations within China, but makes full use of freedom of speech, freedom of association, freedom of religion and property protection in the United States; it prohibits the free entrance of foreign political forces into Chinese society, but packages its party state network into "civil exchanges" into democratic countries; it insists on "the party leads everything" at home, and after going abroad, it demands that the outside world treat organizations and people who are highly overlapping with the party as ordinary civilian subjects.

From the Shanghai public security, to the Chinese Union, the party branches and the unified foreign affairs system, to Washington's foundations, museums, and finally a hundred-year-old building 198 meters away from the White House, this trajectory has transformed China's overseas unification from an abstract concept to a reality coordinate. $8.4 million bought is not just a real estate, but also to the outside world to see: an authoritarian regime can fully take advantage of the freedom and openness given by the democratic system, to move its own people, organizational relations and political influence step by step to the outer edge of the power center of a democratic country.
