The relevant X post said that the scene involved the North Bank Building, and brought the participants of the North Bank Group, Beijing Construction and other projects into the public eye. At present, the public network post is not sufficient to independently restore the identity of the falling, labor relations, the amount of the wage and the complete passage before the incident, so this article separates the scene statement from the identifiable project structure.

Beijing Municipal Government public information shows that the Beijing City Deputy Center is the first city-owned state-owned enterprise headquarters building, located near the Chongqing administrative office district, the total building size of about 110,000 square meters. The project started in 2021, the official announcement of the important achievements as the deputy center green building and the headquarters of state-owned enterprises.

This is precisely the first reason why the September 18 wage hint is worth tracking. The responsibility structure of large public construction projects is often not a simple “boss-worker” relationship, but rather a building unit, general contractor, professional subcontractor, labor company, group and individual working class. If the construction industry is only staying in the "workers are poor, enterprises should pay", it is easy to miss the system issues.Whether the construction funds are paid by nodes, whether the salary specialists are established, whether the real-name examination is complete, whether the general contractor's wage issuing mechanism really works, whether labor subcontracts are illegally transferred, these are the ones that determine where the wage deficit actually occurs.

China's current "Protecting the Payment of Farmers' Wages Regulations" has listed the construction field as the key governance objects, including the salary special account, the distribution of wages by the construction general contractor, the real name management and the funding guarantee of the construction unit.In other words, in the design of the system, the construction workers' labor capital should not only climb the building, pull the banner or block the door to enter the public view.

September 18th is not only Beijing's missing pay trail

On the same day, online information also appeared about the collective pay-raising of project workers such as the Sichuan Anshan Digital Exhibition Center. There is not necessarily a direct link between different projects, but they point to a long-standing contradiction in the construction industry: projects can be cut, accepted, delivered on a timely basis, and wage responsibilities can be shifted down along the complex subcontractual relationships.

Such incidents are most easily treated as "labour disputes", but when it involves state-owned investment, government platform companies or large general contractors, the issue is not just private contract disputes. How public funds are allocated, whether project managers implement the wage protection system, whether labor supervision intervenes before workers take extreme measures, are all part of public governance.

Focus on China observation: the most dangerous is not an extreme retaliation, but the loss of effect of normal channels.

Workers go to the highest level and do not automatically prove that a company is unlawfully paying wages; likewise, the word “rewarding” on the spot can not replace labor contracts, inspections, wage flow and engineering settlement materials. but if a worker can only make a life-threatening problem to be seen, it has exposed itself to the risk of the remedial mechanism failure.

A professional questioning path should shift from emotion to documentation: which unit recruits the falling builders? whether they enter the real name system of the project? who sends the wages? what time the last wage is received? whether the construction unit is sufficient to allocate labor costs? whether the total contract establishes a salary specialty? if there is a subcontract, whether the subcontractor has the qualification? whether the labor supervision has previously received a complaint?

The responsibility of state-owned enterprise projects cannot disappear in the subcontract layer

The public information shows that it is responsible for a large amount of investment and construction tasks in the Beijing City Sub-Center. The peculiarity of such platform enterprises is that it uses both market-based engineering contracts and undertakes public construction functions. When labor disputes arise in the project, enterprises can distinguish between construction units, total contracts and labor companies contractual responsibilities according to law, but public responsibilities cannot be completely outsourced.

In recent years, China has specifically established a system for paying farmers' wages to prevent the "money has been paid to subcontracts" and "workers are not employees of my company" from becoming an unlimited cycle of responsibilities. The system's value, in the end, is to check whether workers get their wages checked on time, rather than in the project promotional books and check desk accounts.

From a worker’s falling clue, see another balance sheet of urban construction

The public report of the North Bank Building has emphasized green, low-carbon, energy saving and the city's sub-center image. These indicators, of course, form part of the quality of modern building, but large public projects have another balance sheet not written on the building's face: whether the construction fee is paid under contract, whether the workers' wages have been delayed, whether there are low-cost and accessible remedies after the dispute.

Focus on China’s view that a truly valuable follow-up to the September 18th Chongqing events should not turn the falling man into a short video symbol, nor should he be designated in advance when evidence is insufficient. Reporting should be reverse-tracked along project funding and labor relations until finding out which company, which level of contractual relationship, and which regulatory link the wage payment obligation falls in. Only to draw out this chain of responsibility, the so-called “reward incident” will turn from social news to the rule of law news that can check whether the system works.
