Transnational repression does not always take the form of overt law enforcement. Harassment of relatives, online threats, false reports and pressure on community organizations can be harder for any single country’s legal system to identify in time.
Open societies need clearer recording, reporting and law-enforcement coordination while protecting freedom of expression. Only by placing scattered incidents within the same logic of political control can their true scale be seen.
