The FBI arrested 34-year-old California Bay real estate agent, Wanning “Heather” Zhang, on October 4th, at Los Angeles International Airport. The United States federal prosecution accused her of acting as an agent of the Government of the People ' s Republic of China without registration and of travelling to Seattle on instructions from Chinese officials to monitor the family of President Reyqingde of Taiwan in the United States.

From Changsha to Seattle residence

According to United States judicial documents and complaints obtained by various media outlets, the FBI claimed that Zhang Wanxing met with a Chinese government official in Changsha in June

  1. The prosecution claims that after this meeting she was placed under surveillance on close relatives of a high-ranking official in Taiwan. Special Agent Kevin Holt of the FBI stated in the affidavit that Zhang Wanqing was in contact with at least two persons who she herself appeared to have identified as belonging to the Chinese government system.

On 1 September 2025, Zhang Wanjun and a companion flew from Las Vegas to Seattle, renting a black Nissan Rogue, and then heading for the vicinity of the target residence. The neighbours were provided with security cameras and materials in the hands of investigators, which were used by the prosecution to rebuild the process of observation of the two persons and photographing the target family.

The prosecution claims that Zhang Wanjun sent photographs, videos and vehicle licence plates to the Chinese side. The FBI affidavit also provides a national security risk judgement that information on the close relative ' s address, vehicle and activities could be of use if Beijing tries to leverage Taiwan ' s leaders in future conflicts.

A chain of tasks restored by digital evidence

The key to the case is not just one out-of-home shooting. According to the prosecution ' s disclosure, the micro-letters obtained from the search of Zhang Wanqi Cloud ' s account revealed that she discussed the itinerary and surveillance work with the persons identified as the Chinese Government ' s liaison. The chain of evidence described in the judicial documents links the internal meetings, the cross-state travel, the live filming and the return of information to the Chinese side.

On 4 October, Zhang Wanqing was arrested by the FBI as he was about to fly from Los Angeles International Airport to Shanghai. The United States prosecution filed charges against an “unregistered foreign government agent” and arranged for his first appearance before the Federal Court of Los Angeles.

The Taiwan Presidential Office responded on October 5, that it is a "typical case of cross-border repression" and condemns the extraterritorial surveillance of Taiwan's citizens and the families of its leaders. As of the time of the release of the report, the Beijing side had not responded to the case.

From political pressure to family information

The public significance of the case lies in the fact that the United States judicial process has deciphered a specific surveillance operation against the family of the current President of Taiwan into criminal evidence that could be examined.
