A veteran who served in the military for 12 years was brutally beaten in a police station hall while requesting a legitimate document, suffering from a double nasal bone fracture and bleeding profusely from the face. Human rights defender Shen Aibin accompanied 70-year-old rights activist Pu Xingdi to the police station to request a "Summoning Certificate" that should have been issued after 22 hours of detention. This was supposed to be a completely legal administrative inquiry, but it turned into a premeditated violent siege.

According to the victim's complaint and the police record, Deputy Director Dai Wei of the Dongting Police Station first forcibly took away Shen Aibin's mobile phone in the hall; when Shen Aibin and others were about to leave, a group of plainclothes personnel quickly surrounded and pushed them. When Shen Aibin walked to the glass door of the police station, a man suddenly rushed out from behind and punched him in the face, knocking him to the ground and causing him to bleed profusely. Various departments shielded Deputy Director Dai Wei, who was suspected of intentional injury, and instead attempted to frame Shen Aibin, who had no criminal facts, with the crime of "picking quarrels and provoking trouble" for the fourth time.
