The perpetrator, who was accused of directly instigating the violence, was none other than the grassroots law enforcement leader wearing a police uniform. Human rights defender Shen Aibin accompanied 70-year-old rights activist Pu Xingdi to the police station to request a "Summoning Certificate" that should have been issued after 22 hours of detention. This was supposed to be a completely legal administrative inquiry, but it turned into a premeditated violent siege.

According to the victim's complaint and the police record, Deputy Director Dai Wei of the Dongting Police Station first forcibly took away Shen Aibin's mobile phone in the hall; when Shen Aibin and others were about to leave, a group of plainclothes personnel quickly surrounded and pushed them. Various departments shielded Deputy Director Dai Wei, who was suspected of intentional injury, and instead attempted to frame Shen Aibin, who had no criminal facts, with the crime of "picking quarrels and provoking trouble" for the fourth time.
