Incorrect Retirement Pay Leads to Beating and Detention

Geng Shouxia's life has become a typical example of the dark side of a "rule of law society". In January 2012, after working for 31 years at the Harbin Municipal Mail Bureau in Mulan County, Geng Shouxia received her first retirement pay of 933.5 yuan, which was significantly lower than the expected amount. According to Geng, her colleagues with similar conditions received retirement pay of at least 2,000 yuan per month.

After investigation, it was confirmed that the Mulan County Mail Bureau had made an error in calculating Geng's years of service. However, instead of correcting the mistake, the bureau treated Geng as a thorn in their side. This was because Geng had reported the bureau's alleged corruption, including giving 10 labor workers early retirement benefits, to the Harbin City Mail Bureau. The report was later verified by the Harbin City Mail Bureau.

On August 13, 2014, Geng Shouxia visited the office of Liu Cheng, the director of the Mulan County Mail Bureau, seeking an explanation for the error in her retirement pay. However, she was met with violence by an employee named Wu Yulong, who punched and kicked her in the presence of Director Liu.

Geng Shouxia was detained for 20 days, 12 days after the incident, on the grounds that she had allegedly beaten two female employees, Yang Ping and Chu Tianjiao, in the director's office. However, Geng's physical condition and the evidence suggest that this claim is unlikely.

In September 2014, Geng Shouxia submitted her complaint to the Central Eighth Inspection Team and received a personal meeting with the leaders. However, her expectations for justice were not met. On December 25, 2014, Geng visited the Mulan County Mail Bureau again to inquire about the progress of her case, but she was met with violence once more. This time, she was beaten by Dai Shaohui, the office director, who claimed, "I'll let you report corruption, this is what you get for reporting corruption and asking for your salary."

The hospital diagnosed Geng Shouxia with "closed brain trauma, bilateral nasal bone fracture, nasal septum perforation, and nasal bone fracture." Although she recovered from her injuries, the incident left her with a permanent disability.

The case was eventually closed with a 7-day administrative detention, and the perpetrator, Dai Shaohui, did not pay any medical fees or compensation. He did not even apologize.

Fortunately, the evidence against Geng Shouxia was insufficient, and the case was eventually dropped. In December 2023, the Mulan County Procuratorate criticized the illegal behavior of some police officers and revoked the surveillance decision, requiring the Mulan County Public Security Bureau to apologize and compensate Geng for her losses.
