OONI data from the ODI polygamy platform Voidly < > indicates that, on October 4, over a period of time, China targeted Telegram, Signal, WhatsApp, Faceboo. k Messenge and Tor test with highly consistent abnormal results; At 1800 hours, 28,077 of a group of 43,478 measurements, or 64.6 per cent, were marked as abnormal in a web-page connection test at UTC.

It needs to be distinguished that OONI's “unusual” does not automatically amount to a technical confirmation of each and every time that it is part of the Government's blockade. Network failure, server-end restrictions, etc. may also create anomalies. Thus, the strict conclusion is not that “all anomalies are carried out by the Government”, but that these data constitute a reversible chain of evidence for continuous network intervention when the same region, the same services, repeatedly display high-level anomalies in continuous measurements and when the tools that are subject to China's censorship system, such as Telegram, Signal and Tor, have repeatedly reached 100 per cent.

On 4 October, at 1800 hours, UTC, OONI recorded five tests in Telegram, 100 per cent of the tests in Signal, six tests in Facebook Messenge and the Tor test were marked as blocking anomalies. UTC data at 1200 were full-numbered anomalies, as were the ones from the UTC, the Atlas, Telegram, Facebook Messenge and Signal. Earlier UTC measurements, the 6 tests of the WhatsApp, 7 tests of Facebook Messenge and 4 tests of Tor were marked as abnormal.

The most noteworthy of these figures is that China's network control does not depend on an open “national break-up” order. It places specific services in an unstable state of access for a long time, through DNS contamination, re-engineering of connections, interlocking of IP or protocol layers, and application of access interference. For ordinary users, the results are usually in the form of a failure to send messages, unopen websites, time-lapse connections or failure of the wall-turning tool; Such technical controls are more subtle and more dynamic for regulatory systems than publicly declared bans.

OONI compares the user side network with the control network through global volunteer and automatic measurement nodes, and makes raw measurements publicly available. Its significance is that web-based review no longer relies on individual demographic narratives or cross-graphs. Researchers can compare time, operator, domain name, protocol and error type to observe whether the interference is continuous and systematic.

The real consequence of such a system is that freedom of information is not restricted only when “sensitive news” appears. Encrypted communications, anonymous networks, and cross-border social tools are themselves the focus of attention because of the reduced national visibility. The ability of users to communicate with their relatives and friends abroad, to access independent media, and to submit anonymous submissions depends on what agreements and services the State permits to cross the network border.

The latest data from OONI do not reveal a completely new review policy, but rather provide more important information: technical evidence of what is happening. Political slogans can be vague and regulations can be broadly worded, but the failure of a single connection, the disruption of tests and abnormal proportions leave a time stamp on the daily running of Chinese digital control.
